This product also aims to provide an assessment of the vulnerabilities relative to the current threat environment. KEY POINTS 0 At this time, the BRIC has no intelligence to indicate that any terrorist group, homegrown violent extremist (HVE), or lone offender has specific plans to conduct violent acts in the However, officers should note that individuals possessing some or all of the characteristics of the suspects in recent terrorist attacks throughout the world exist in most major cities in the US, including Boston. 0 HVEs and lone offenders remain the most imminent threats within the homeland and could conduct an attack with little to no warning. Foreign terrorist organizations (FTOs) such as Islamic State of Iraq and ash?Sham (ISIS) and al-Qa?ida (AQ) have relied heavily on producing and spreading propaganda and inspiring HVEs to conduct attacks. 0 Violent extremists continue to favor easily attainable attacks against soft targets, to include mass gatherings and defended spaces. Recent events illustrate that religious facilities and gatherings will continue to be one of the top targets for violent extremist groups and individuals due to their inherent vulnerabilities and symbolic significance. 0 Most of the violent acts occurring throughout the country on behalf of domestic extremist ideologies were motivated by white supremacy extremism. That said, the current political climate on a variety of domestic issues such as abortion, immigration, and the environment, has rejuvenated several domestic extremist movements and has led to an increase in small cells and /or lone offenders conducting or planning to conduct acts of violence. 0 Religious facilities, mass gatherings and defended spaces continue to offer targets of opportunity to would-be attackers. This target type is spotlighted below. Violent extremists continue to attack or aspire to attack minimally secured targets and favor attack methods that involve readily available weapons such as vehicles, edged weapons, and ?rearms. Law enforcement, government, and military personnel and facilities are symbolic and easily accessible targets for a range of violent extremist groups. Vehicle Ramming Edged Weapons SPOTLIGHT: RELIGIOUS FACILITIES AND GATHERINGS The BRIC is spotlighting religious facilities and gatherings to assist law enforcement, public safety, and private sector partners in their public safety planning missions and to enhance the detection and reporting of suspicious activity. Recently there have been several successful and disrupted plots to target religious facilities and gatherings throughout the world and within the homeland. While religious facilities and gatherings have historically been attractive targets for a variety of violent extremist groups and individuals, recent high profile, deadly incidents in Western Countries such as the attacks on Catholic Churches and hotels in Sri Lanka, the Mosque shootings in Christchurch, New Zealand, and the Tree of Life Synagogue Shooting in Pittsburgh, PA have brought the matter to the forefront internationally. NP) The above-referenced attacks come at a time when the political, societal, and religious issues that serve as key motivators for violent extremist groups and individuals in the West are already very active. The spotlight placed on these high profile attacks is likely to add an additional retaliatory element to the narratives embraced by extremist groups and individuals. We remain concerned that this could result in copycat and or retaliatory attacks. Over the past several years, religious facilities and gatherings associated with Judaism, Islam, and Christianity have been the predominant targets in Western Countries. There are approximately 500 physical facilities associated with these faith-based communities within the including traditional houses of worship such as mosques, churches, and temples. It is also important to note that faith?based communities congregate at locations beyond their traditional houses of worship and could also present targets of opportunity for a potential attacker. These locations include (but are not limited to): Faith?based student groups on college campuses Faith?based hospitals and medical centers 0 Community and cultural centers 0 Philanthropic organizations 0 Faith-based educational institutions 0 Memorials and Cemeteries FOR PUBLIC RELEASE 2 of 14 FOR PUBLIC RELEASE INTERNATIONAL TERRORISM NP) Foreign Terrorist Organizations The FTOs described below represent a significant international terrorist threat. This is not an exhaustive list of FTOs and only the most current developments are noted for the groups that are listed. Please refer to the Terrorist Organization Reference Guide for background information on each group. Islamic State (ISIS) Recent military action in Syria pushed ISIS fighters from their last remaining stronghold, forcing many ISIS fighters and their families to flee into the desert. The victory in Baghouz is a significant milestone, but it?s unclear whether it will mark a turning point. By some estimates, there are thousands of ISIS fighters spread across Iraq and Syria and a number of regional franchises continue to flourish, specifically in Southeast Asia and parts of Africa. One such affiliate in the Philippines claimed responsibility for a January bombing at a Catholic church that killed 20 and wounded dozens more. ISIS continues to successfully inspire adherents to take action on its behalf, including in the United States. The most recent example is a 20 year old woman from rural Georgia who was arrested in March and accused of being part of the United Cyber Caliphate, an online group that aligns with ISIS and has created propaganda, including "kill lists." NP) Several media accounts associated with the Islamic State have published posters and other material in the past several weeks calling for lone wolf attacks in non-Muslim countries as retaliation for the ISIS territorial losses in Syria. A map included with one such post called out several regions, including North and South America, but did not name any specific cities. Al-Qa?ida (AQ) and Affiliates Osama Bin Laden's youngest son, Hamza Bin Laden, has taken a public role in the organization that his father founded 31 years ago. Hamza, who is married to the daughter of 9/11 attacker Mohammed Atta, has released both audio and video messages in recent years calling for attacks on the US and its allies. While Hamza likely has access to high ranking individuals within AQ, the group is likely inflating his role for public relations purposes given his name. He is believed to have lived in Iran for a time; his current location is unknown. Two attacks in the West African country of Mali have been claimed by Jama?a Nusrat ul-Islam wa al-Muslimin (JNIM), an umbrella group for al-Qaeda-linked militants in the region. In January, 3 small arms attack targeted a UN peacekeeping base and killed 10 Chadians. Two months later, a similar attack on an army base in the Mopti region killed 23 Malian soldiers. Several al?Qaeda affiliates in West Africa have grown in recent years as international efforts have focused on defeating the Islamic State. Attacks attributed to these groups have thus far been confined to the continent. Jabhat Fateh al-Sham (aka Jabhat al-Nusra, al-Qa?ida in Syria, Hayat Tahrir al-Sham) Several rebel groups, including the al-Qa?ida-Iinked Hayat Tahrir aI-Sham, continue to control the area of Idlib in northwest Syria, a province roughly the size of Delaware bordering Turkey. Though Russia and Turkey agreed to a peace plan in Fall 2018 that has thus far left the providence in rebel hands, there is growing concern regarding the increasing power of Hayat Tahrir al-Sham and its? militant leader, Abu Mohammad aI-Julani. Russia indicated recently that peace may not hold and a large explosion on 24 April 2019 that targeted a building tied to Hayat Tahrir al?Sham may be early evidence of that stance. FOR PUBLIC RELEASE 3 of 14 UNCLASSIFIED//NOT FOR PUBLIC RELEASE (U//NP) Al-Shabaab (aka Shabaab)  (U//NP) Al-Shabaab is believed to be behind a January attack on a hotel/office complex in the Kenyan capital of Nairobi that killed 21, including an American and a Briton. Four attackers armed with suicide vests and assault rifles stormed the compound during daylight hours and fired indiscriminately. That strategy mirrors a 2013 attack less than a mile away at the Westgate mall which left more than 70 dead and was also attributed to Al-Shabaab militants.  (U//NP) Amaq News Agency, an official media arm of the Islamic State, claimed to have launched an offensive operation against Al-Shabaab in Northern Somalia in late 2018. A short video released around the same time appears to back up that claim. (U//NP) Tehrik-e-Taliban Pakistan (aka TTP, Pakistani Taliban)  (U//NP) TTP militants claimed responsibility for several deadly attacks in Pakistan targeting police and security personal in rural Balochistan province in early 2019. In Sept 2018, the TTP released a lengthy code of conduct that discourages indiscriminate targeting and identifies legitimate targets, including institutions of the Pakistani state and those with whom the state cooperates. The US was not specifically named in the document, but would fall into the latter category according to most observers. (U//NP) Afghan Taliban  (U//NP) Peace talks aimed at bringing the Taliban and Afghan government to the table for the first time in 17 years are once again on hold after the Taliban objected to the size of the Afghan delegation. The ongoing talks, organized by the US, come as Taliban fighters appear to be making strong gains in several rural Afghan districts. Several attacks in March and April targeted police and military outposts and led to significant losses for Afghan forces, including an 11 March assault in Badghis province in which an entire company of more than 50 soldiers were either killed or captured. The Taliban will likely continue efforts to expand their footprint in hopes of having more negotiating power when and if formal peace talks begin. (U//NP) Islamic State in West Africa / Boko Haram  (U//NP) Boko Haram split into two factions in early 2016. One faction, the Islamic State in West Africa, is recognized by ISIS central and has been active over the past quarter targeting primarily military and government installations in Nigeria and in several bordering countries. This group claimed responsibility for a February 2019 attack on the motorcade of a Nigerian state governor that killed 3 security personnel. The other faction, often referred to as Boko Haram, is healmed by the militant responsible for the 2014 abduction of several hundred school girls. Though this group has pledged allegiance to ISIS, they don’t appear to be recognized at this time. This faction is also thought to be behind several attacks over the past quarter, including a large January 2019 attack in Rann that overran a military installation and forced thousands of civilians to flee toward Cameroon. (U//NP) Extremist Groups in the North Caucasus  (U//NP) Russia continues to battle a growing Islamic State presence, primarily in the long-disputed North Caucasus region. On 23 April, the FSB reportedly disrupted a cell of five IS members who had obtained weapons and explosives and were plotting to target police, including through the use of a modified drone. Those arrests follow shootouts in Siberia and Kabardino-Balkaria during which four suspected IS members were killed.  Militants from the North Caucasus region are thought to have traveled to Syria by the thousands over the past several years to fight with ISIS. As these fighters return home, Russia is likely to see a period of increased activity. (U//NP) Hezbollah  (U//NP) There were no significant incidents or developments within this group in Q3 that significantly alter the threat this group poses to the homeland UNCLASSIFIED//NOT FOR PUBLIC RELEASE 4 of 14 FOR PUBLIC RELEASE Extremist Groups in Turkey Turkey arrested four suspected IS members, including two women, during an operation in the northwest in February of this year. To date, Turkey has been largely successful in securing its borders from ISIS militants fleeing neighboring Syria. It?s unclear how that will change if and when Turkey makes good on promises to attack Kurdish fighters in northeastern Syria. P) DOMESTIC TERRORISM This is not an exhaustive list of domestic extremist groups those featured in this document are assessed by the BRIC to be the most relevant to the Please refer to the Trends in Domestic Extremism Terrorist Organization Reference Guide for background information on each group. It is important to note that many of the topics and ideologies that inspire domestic extremism also have broader mainstream movements; domestic extremists are distinct from these mainstream movements due to their promotion of, and or participation in criminal activity such as violence, threats of violence, and damage to property as a means to an end. Animal Rights and Environmental Extremists Sovereign Citizen Extremists There have been several incidents in across the country of individuals affiliated with the Moorish Nation squatting in homes that are for sale, foreclosed or vacant. Some of the interactions with law enforcement, particularly during the initial encounter and eviction process, have been hostile. About 20 individuals staged a sit-in during the dinner and when asked to leave, 13 demonstrators remained in the building with several chaining themselves to railings. Extinction Rebellion has carried out a series of criminal activities to protest climate change, including gluing their hands to various surfaces, shutting down five bridges in London and pouring 200 liters of fake blood outside of the building where the British Prime Minister lives and works. On 4 February 2019, four individuals were arrested after they attempted to shut down an oil pipeline in north-central Minnesota. The individuals broke into a secure area southeast of Grand Rapids that . contains shut off valves for three Enbridge pipelines. They reportedly $32.41 I called in a warning to Enbridge, the pipeline operator, allowing the company to preemptively shut the pipeline remotely. - - Minnesota ?63?2326 On 25 March 2019, Edwin ROMAN of Bristol, CT appeared in court for an incident in December 2018 where a loaded .45 caliber handgun with a hollow point bullet in the chamber was found on his waist during a traffic stop. ROMAN had told officers he was not armed prior to the search and he refused to cooperate with law enforcement, including during booking. He also refused to stand at the defendants table in court and ordered the assistant prosecutor to compensate him $500,000 for the ?trespass against his person." ROMAN fired his attorney and represented himself in court. A final hearing is scheduled for 20 May, 2019. FOR PUBLIC RELEASE 5 of 14 UNCLASSIFIED//NOT FOR PUBLIC RELEASE Black Separatist Extremists   (U//NP) On 4 January 2019, a couple that subscribe to the Moorish Nation ideology were arrested after squatting in a multi-million dollar home in North Carolina that reportedly belonged to the parents of the town’s mayor. The couple reportedly used a “hide-a-key” to access the house, which was for sale. The couple filed a Quit Claim deed in Mecklenburg County claiming to have legal ownership of the property, but records show there was no legal transfer of the property. Both were arrested on burglary charges. Source (U//NP) On 24 March 2019, two individuals who adhere to the Moorish Nation ideology were arrested in Upper Darby, PA on several charges, including recklessly endangering another person. The couple reportedly defaulted on their mortgage loan and were issued an eviction notice, at which point they used social media to urge their supporters across the tristate area to come out and prevent deputies from entering their residence. Approximately 50 people showed up to support the couple. Law enforcement eventually entered the residence without incident and recovered a 12-gauge shotgun, as well as a generator connected to a slew of car batteries chained together and connected to a propane tank to produce heat and electricity. BRIC Notes: There have been several squatting incidents involving Moors across the country, including Massachusetts, where individuals enter homes that are vacant, foreclosed or for sale and live in the homes without paying under the idea that Moors are indigenous to the land and the land is theirs for the taking (I192008146). White Supremacy Extremists  (U//NP) On Friday, 15 March 2019, a gunman attacked worshipers at two mosques located miles apart in Christchurch, New Zealand killing 49 and seriously wounding 20. The shooter, identified as a 28-year-old Australian male Brenton TARRANT, reportedly posted a 74page manifesto prior to the attacks espousing his white supremacy beliefs and then live streamed the shootings on social media.  (U//NP) On 15 February 2019, a US Coast Guard lieutenant was arrested on weapons charges after a cache of weapons and ammunition were recovered from his Maryland home. Court documents indicates that Christopher HASSON was a selfidentified white nationalist and discussed a call for a “white homeland” in a draft letter found on his computer. Open source reporting indicates HASSON had stockpiled weapons and supplies since 2017 and developed a spreadsheet of potential targets, including top Democratic congressional leaders and media personalities. Source Source  (U//NP) Racial flyers and posters continue to be disseminated across the country at various colleges and universities as well as in residential neighborhoods advocating for white nationalist and white supremacy ideologies. BRIC Note: In February 2019, fliers promoting white supremacy were posted in multiple Boston neighborhoods and on the campus of at least one area university. On 15 February 2019, BPD received a call for individuals posting flyers in East Boston. Officers arrived and encountered seven males that appeared to be involved in the activity. Three of these males were arrested for carrying weapons and assaulting an officer after they were questioned about wearing masks while carrying a can of adhesive spray (I92012175).  (U//NP) On 15 April 2019, Holden MATTHEWS was charged with arson and three counts of hate crimes in Louisiana after he set fire to three predominantly black churches over the span of 10 days in a single Louisiana parish. Photos UNCLASSIFIED//NOT FOR PUBLIC RELEASE 6 of 14 UNCLASSIFIED//NOT FOR PUBLIC RELEASE and videos found on MATTHEWS’ phone placed him at the scene of all three fires and he reportedly used gasoline to start the fires. Pro-life / Pro-Choice Extremists  (U//NP) Abortion continues to be a contentious issue in the current political climate. Several bills have passed in various states to restrict abortion, including Georgia and Mississippi, where bills were passed to prohibit abortion after doctors can discern a fetal heartbeat. With abortion issues at the forefront, it is possible that individuals on either side of the issue could act out violently in support of their beliefs.  (U//NP) On 2 March 2019, a Missouri man was arrested after he attempted to burn down a Planned Parenthood clinic in February. Wesley Brian KASTER reportedly broke the clinics framed glass door, stacked two 5-gallon buckets of gasoline inside the building then threw a Molotov cocktail through the door. The clinics sprinkler system extinguished the fire and no injuries were reported. KASTER reportedly shared his opinions regarding abortion on social media including a picture with the words “guns don’t kill people, Planned Parenthood kills people.” Source Political Extremists  (U//NP) On 22 January 2019, law enforcement officers arrested four individuals in connection with an alleged plot to attack a Muslim community in upstate New York. Greece Police Department arrested Andrew CRYSEL, Vincent VETROMILE, Brian COLANERI and a 16-year old juvenile after an investigation led to the recovery of 3 homemade explosive devices and 23 firearms as part of a plan to target the Muslim community, Islamberg that is about 150 miles northwest of New York City. Social media used by one of the suspects often shared conservative beliefs with a particular issue surrounding the immigration debates and the current political climate.
