This product also aims to provide an assessment of the vulnerabilities relative to the current threat environment. KEY POINTS 0 At this time, we have no intelligence to indicate that any terrorist group, homegrown violent extremist (HVE), or lone offender has specific plans to target the with acts of violence. However, partners should note that individuals possessing some or all of the characteristics of the suspects in recent terrorist attacks throughout the world exist in most major cities in the US, including Boston. 0 HVEs and unaffiliated lone offenders are the most imminent threats due to their ability to remain undetected, oftentimes until operational; their willingness to attack civilians and soft targets; their ability to inflict significant casualties with weapons that do not require specialized knowledge or training; and their unpredictability. Domestic terrorism continues to rise within the Homeland with white supremacy extremism being the most active domestic terrorism ideology. The radicalization and mobilization timelines for white supremacy extremists responsible for recent attacks appear to have been influenced by prior high profile attacks such as the March 2019 Mosque shootings in Christchurch, New Zealand and the June 2015 Charleston, SC church shooting. 0 The Islamic State of Iraq and ash-Sham (ISIS) the most persistent threat to the West over the past several years appears to be in a state of transition. Without control of any significant territory for the first time since 2014, the group?s remaining fighters have scattered to various battlefields around the world. However, the threat posed to the United States by individuals inspired by ISIS and their so?called ?online caliphate" remains high. 0 Mass gatherings and defended spaces continue to offer targets of opportunity to would-be attackers. High-profile mass gatherings during the upcoming quarter include: 0 Caribbean Festival events on 24 - 25 August 2019. The Boston Straight Pride Parade is scheduled to occur on 31 August 2019. This event has generated controversy at the national level since it was announced and has attracted the support of high profile individuals such as Milo Yiannopolous, who has been named the parade?s grand marshal. Counter?protests have already been announced and will likely greatly outnumber the straight pride participants. 0 9/11 Remembrance Ceremony at the Boston Public Garden. This is not an exhaustive list of FTOs and only the most current developments are noted for the groups that are listed. Please refer to the BRIC’s Terrorist Organization Reference Guide for background information on each group. (U//NP) Islamic State of Iraq and ash-Sham (ISIS)  (U//NP) ISIS continues to mount sporadic attacks in Iraq and Syria, primarily targeting security forces and local government officials. There is growing concern in northern Iraq that ISIS fighters, many of whom were pushed out of Syria, may be able to sustain a low level insurgency there for years. It is unlikely though that the group has the necessary manpower and command structure to control Iraqi territory, as they did before being forced out in 2017.  (U//NP) Many ISIS fighters who traveled to Syria and were captured are still in legal limbo as international debate intensifies over where and how to bring them to trial. There are an estimated 800 European fighters being held in makeshift detention camps in both Syria and Iraq. Though the US has pushed for European countries to reclaim their citizens, popular opinion in many countries is overwhelmingly against the idea. The problem is not nearly as pressing in the US because fewer Americans were able to join ISIS in Syria. Last month, the US transported a Brooklyn man back to the US and charged him with being an ISIS sniper and weapons trainer. Source  (U//NP) ISIS leader Abu Bakr al-Baghdadi appeared in a video released by ISIS’s al-Furqan Media Establishment on 29 April, his first video appearance in nearly five years. In the video, Baghdadi recognizes recent battlefield losses in Syria, but advises his followers that “jihad will continue until Judgement Day.” He also acknowledges recent pledges of allegiance from ISIS-aligned groups in Burkina Faso, Mali, Turkey, and Tunisia among others. Baghdadi’s appearance is likely to increase morale among ISIS sympathizers around the world and may also attract new followers as well.  (U//NP) The chief threat from ISIS continues to be those who are inspired to act out violently on behalf of the group. On June 19, a Syrian refugee in Pittsburgh was arrested and accused of plotting to bomb a local church in the name of ISIS. Last month, two brothers in Indiana were indicted after they built dozens of semi-automatic “ghost guns” with plans to ship the weapons to ISIS. The problem is not unique to the US - Denmark recently arrested three men, two of them Danish citizens, for acquiring drones and components with the intention of delivering them to ISIS for eventual combat use. (U//NP) Al-Qa’ida (AQ) and Affiliates  (U//NP) Al-Qa’ida Core (AQC) - According to recent testimony by FBI Director Christopher Wray, Al-Qa’ida still seeks to carry out large-scale attacks, but in the near term AQC “is more likely to focus on supporting small-scale, readily achievable attacks against U.S. and allied interests in the Afghanistan/Pakistan region.” In a video released July 9 through the as-Sahab Media Foundation, AQC leader Ayman al-Zawahiri urged his followers to support Muslims fighting to liberate Kashmir from India. Other videos featuring the AQC leader in recent months have focused more on internal policy and religious concerns.  (U//NP) Al-Qaeda in the Arabian Peninsula (AQAP) - AQAP has claimed responsibility for several attacks in Yemen over the past 3 months, most of which targeted ISIS members or the UAE-backed Security Belt Forces (SBF). AQAP has also targeted Houthi fighters, though seemingly with less frequency. An ongoing drawdown of United Arab Emirates (U.A.E) forces in Yemen may allow both Al-Qaeda and ISIS to expand their footprint in that country. Recent reporting suggests that the rival radical Islamic groups have targeted each other with increased frequency, a likely indication that they see Yemen as a key stronghold. Additionally, as ISIS loses physical territory in Iraq and Syria, Yemen may become a more popular destination for aspiring jihadists. UNCLASSIFIED//NOT FOR PUBLIC RELEASE 2 of 9 Al-Shabaab (aka Shabaab) Tehrik-e-Taliban Pakistan (aka TTP, Pakistani Taliban) Afghan Taliban NP) Boko Haram (aka Islamic State West Africa Province) Extremist Groups in the North Caucasus FOR PUBLIC RELEASE Jabhat Fateh al-Sham (aka Jabhat al-Nusra, al-Qa?ida in Syria, Hayat Tahrir al-Sham) - Jabhat al?Nusra fighters still hold large portions of Idlib, a city in northern Syria, despite repeated airstrikes from both Russia and Turkey, and a Syrian ground offensive that was to have wrestled control of the only remaining rebel-held territory in the war torn country. Jabhat al-Nusra was at one time affiliated with al Qaeda, but is now understood to be more a collective of rebels and jihadists, many of whom sought shelter in the area after battlefield loses elsewhere in Syria. A suicide bomber and several gunman attacked a prominent hotel in Kismayo, Somalia in mid-July, killing at least 26, including several foreigners. Al?Shabaab, through their Shahada News Agency, claimed responsibility for the attack hours before Somali authorities killed the last of the gunmen. The hotel, which is a favorite among politicians and expats, was hosting a high level meeting on upcoming regional elections. Shabaab also threatened further violence if efforts to facilitate democracy move forward. A loose coalition of international security forces continues to train Somali military forces and assist in fighting AI-Shabaab militants, mainly in central and southern Somalia. That mission, with support from US drones and several hundred military personnel, is expected to take several more years at least. The Pakistani Taliban claimed responsibility for a July 21 attack that began with a small arms assault on police in a residential neighborhood and ended when a suicide bomber detonated outside a hospital where the wounded from the earlier attack were being treated. The attacks killed 9 and wounded 30, many of them law enforcement. . . . 5 NP) Peace talks between American and Taliban negotiators are currently on hold, though both sides have indicated the talks will resume shortly and that a deal is potentially within reach. Still, Taliban negotiators have yet to engage in direct talks with the Afghan government, a step that is likely necessary to avoid an escalation in conflict should the US pull out of the country. Despite progress at the negotiating table, violence has surged in the last several weeks. A suicide bombing on July 19 killed ten and wounded several dozen more outside a Kabul University, one of several recent attacks targeting both civilians and Afghan security personnel. AI?Qaeda, the Islamic State, and several smaller Islamic extremist groups are on the rise in West Africa. Attackers affiliated with one such group are believed to be responsible for a string of small arms attacks on Protestant and Catholic churches in Burkina Fasa that killed nearly a dozen worshippers between April and May. A June attack on a village in northern Burkina Fasa that killed between 17-38 civilians is also believed to be the work of area Jihadists. Six aid workers who were captured during a July 18 attack in Nigeria are being held captive by Boko Haram, according to local officials. The attack, which also killed one driver, occurred in a remote northern part of the country, not far from Cameron. Authorities in both countries have struggled to defeat Boko Haram separate battles in early July are believed to have killed nearly a dozen Nigerian soldiers, including a high ranking Colonel. There were no significant incidents or developments within this group in 03 that significantly alter the threat this group poses to the homeland FOR PUBLIC RELEASE 3 of 9 FOR PUBLIC RELEASE Hezbollah Earlier this month, the US imposed sanctions on several senior Hezbollah officials, an apparent response to increasing tensions with Iran, Hezbollah?s long time backer. Two of the three are elected members of the Lebanese parliament. The move is likely intended to give the US extra leverage with Hezbollah should rising tensions with Iran devolve into an open conflict. The men join a list of nearly 50 Hezbollah-linked individuals or entities that have been sanctioned since 2017. DOMESTIC TERRORISM Threat Groups P) This is not an exhaustive list of domestic extremist groups those featured in this document are assessed by the BRIC to be the most relevant to the Please refer to the Terrorist Organization Reference Guide for background information on each group. Many of the topics and ideologies that inspire domestic extremism also have broader mainstream movements; domestic extremists are distinct from these mainstream movements due to their promotion of, and or participation in criminal activity such as violence, threats of violence, and damage to property as a means to an end. Trends in Domestic Extremism White supremacy extremism continues to be the most active for violent extremism. During this quarter, there were several violent plots thwarted that targeted places of worship for the lewish and Muslim communities as well as a violent mass shooting in California resulting in the death of one individual. Recent legislation surrounding the topic of abortion has led to increased tensions between pro?life and pro-choice groups at first amendment-protected events, some of which has resulted in assaults and other criminal activity. Animal Rights and Environmental Extremists On 22 June 2019, NYPD arrested 66 individuals affiliated with the group Extinction Rebellion after they blocked an intersection in Times Square outside of the New York Times building. Their stated aim was to bring attention to ?how news outlets cover climate change.? The individuals were charged with disorderly conduct. 0 On 22 April 2019, Portland Police arrested 11 individuals affiliated with Extinction Rebellion after they sat on railroad tracks to protest Zenith Energy?s rapidly expanding import of Alberta tar sands oil. BRIC Notes: Extinction Rebellion is an environmental activist group that started in London and is very active in the UK. This group has acted out criminally at several demonstrations in the UK/Europe in the past. They also have several offshoots in the US, including the Boston area, but have engaged in limited criminal activity locally. Source NP) Sovereign Citizen Extremists On 18 June 2019, Davarious RIGGINS, 31 of Madison WI, was arrested for injuring four police officers during a domestic dispute. The officers were at RIGGINS residence assisting a woman in getting her belongings from the apartment. According to authorities, RIGGINS has been the subject of several officer safety bulletins and was ?a self? described sovereign citizen who does not believe in societal rules or laws." FOR PUBLIC RELEASE 4 of 9 UNCLASSIFIED//NOT FOR PUBLIC RELEASE (U//NP) Black Separatist Extremists  (U//NP) A former Bibb County sheriff’s deputy in Macon, GA and five others were charged with three counts of racketeering, two counts of filing false documents and one count of theft by taking after they filed fake documentation for several vacant properties between Nov 2015 and May 2015. The individuals also had the locks changed or had utilities placed in their names for those properties. The six individuals reportedly subscribed to Moorish Nation ideology and claimed ownership of these properties based on their belief that it is their ancestral right to the land. BRIC Notes: There have been several incidents nationally of individuals, that adhere to the Moorish Nation ideology, squatting in vacant, foreclosed or for sale homes with the belief that they have ancestral right to the land and it is theirs for the taking. (U//NP) White Supremacy Extremists  (U//NP) On 27 April 2019, John EARNEST opened fire on a synagogue full of worshippers celebrating the last day of Passover in Poway, CA, killing one woman and injuring several others. The gunman was wearing a tactical vest and was armed with a semiautomatic rifle. Authorities report the gunman planned his attack for weeks and was inspired to carry out the attack by the New Zealand synagogue shooter a few weeks prior to this incident. He also reportedly left a manifesto behind that discussed his hatred for the Jewish community as well as his white supremacy beliefs. EARNEST was charged with 109 federal hate crimes and civil rights violations, as well as state charges of murder and attempted murder. EARNEST  (U//NP) On 3 April 2019, federal authorities arrested Thomas BOLIN, 22 of New York after he posted several comments on social media calling for a reenactment in the US of the attack on two mosques that occurred in Christchurch, New Zealand. The day after the Christchurch attack on 15 March 2019, BOLIN reportedly made statements that he was willing “to do something as of next week in Baltimore” and encouraged another individual to buy firearms, ammunition and food. BOLIN also lied to federal agents when questioned about access to firearms. A shotgun was recovered in his apartment.  (U//NP) Two suspects were arrested on 8 April 2019 after they vandalized a memorial dedicated to slaves and African-American workers at the University of North Carolina at Chapel Hill. Nancy RUSHTON-McCORKLE, 50, and Ryan BARNETT, 31 face charges of vandalism and ethnic intimidation. BARNETT is also being charged with public urination. The suspects reportedly defaced the Unsung Founder Memorial with racial slurs and urine on 31 March 2019. Both suspects are reported members of a pro-Confederacy group, the Heirs to the Confederacy. It is unknown if the suspects acted alone or on behalf of the larger group. McCORKLE BARNETT  (U//NP) An Irvine man who reportedly had “kill lists” of prominent Jewish figures plead guilty to charges related to an anti-Semitic plot against three congregations in Orange County, CA. Nicholas ROSE, 28, was arrested in April 2018 after his parents notified police with concerns about their son’s violent anti-Semitic threats. Law enforcement located white supremacy and anti-Semitic writings in his apartment, including a list of steps titled “killing my first Jew.” Hundreds of rounds of ammunition were located in ROSE’s vehicle. ROSE reportedly researched and visited three houses of worship between December 2017 and April 2018. ROSE (U//NP) Pro-Life / Pro-Choice Extremists  (U//NP) Matthew HAVILAND, 30, of Rhode Island was arrested on 24 April 2019, after he sent graphic and threatening emails to a college professor that works and resides in Massachusetts and has advocated for abortion rights. HAVILAND reportedly sent 28 emails over several hours on 10 March 2019 that contained direct threats including, “I will bite through your eyeballs while you’re still alive, and I will laugh while you scream.” HAVILAND also reportedly stated in his UNCLASSIFIED//NOT FOR PUBLIC RELEASE 5 of 9 FOR PUBLIC RELEASE emails that he ?will kill every Democrat to stop abortions.? Additionally, HAVILAND admitted to calling a women?s medical center in Rhode Island 114 times on 4-5 April 2019, leaving messages referencing babies being murdered. Seven counter?protesters were arrested at a pro?life rally on Boston Common on 1 June 2019 after assaults occurred between the two groups and an unknown liquid, possibly urine, was thrown on a pro?life demonstrator. Approximately sixteen pro-choice activists were arrested at a rally on 30 May 2019 in St Louis, MO after they gained entrance to the lobby of Missouri Governor Parson?s office and blocked the elevators. Individuals were rallying in the area to demonstrate against an abortion ban that was signed by Parson, criminalizing abortion after 8 weeks. BRIC Notes: Recent legislation has resulted in nationwide discourse regarding the topic of abortion. Several states have recently passed legislation that significantly restrict a woman?s access to abortion. The issues surrounding abortion may motivate pro-life and/or pro-choice extremists to carry out acts of violence to further their political agenda. Political Extremists A New York man was arrested on 5 April 2019 after he threatened to kill Congresswoman llhan Omar during a call to Omar?s office on 21 March 2019. Patrick CARLINEO, 55 of Addison, NY, reportedly stated to a staff member, ?Do you work for the Muslim Brotherhood? Why are you working for her, she?s a (expletive) terrorist. I?ll put a bullet in her (expletive) skull." During the interview, CARLINEO told agents ?he is a patriot, he loves Trump and hates radical Muslims in government.? A shotgun and a .22 caliber rifle were recovered from his residence. Source There have been no significant criminal incidents involving anarchist extremists or anti-government extremists this quarter; however, the BRIC remains concerned about individuals motivated to carry out criminal activity on behalf of these ideologies. UPCOMING QUARTER SIGNIFICANT EVENTS The BRIC has no credible information at this time to suggest a specific threat to any of the events mentioned below, however, the Boston Straight Pride Parade has generated extensive national controversy and counter protests have already been announced. As this event nears, we expect that the nationwide discourse surrounding the event will intensify, which could lead to the identification of threats relative to the event. Events of a similar nature occurring in the Boston area in recent years have generated a range of threats ranging from low credibility social media threats, to actual plans to engage in acts of violence targeting the police and demonstrators. The BRIC will continue to assess all available information and provide updates as warranted. The BRIC continually works with federal partners to identify specific threats to events in the and the BRIC will report out if any threats are identified relative to an event occurring within the Law enforcement and private sector partners should note that the BRIC does not monitor or comment on protests and activities protected by the First Amendment, absent evidence of criminal nexus or public safety implications.
