MORNINGSTAR (ID #1469) DATE: 8/18/20 INVESTIGATIVE SLMMARY INITIAL BRIEFING AND CASE ASSIGNNIENT On 8/11/20 at 1430 hours, I was contacted by Detective Sergeant Riffe reference a criminal com laint which had been ?led by- of the Sarasota Police Department. According to Detective Sergeant Riffe, alleged that an unknown subject rumma ed throu her purse while she was away from her of?ce, at a meeting for senior staff, at the Sarasota Police De artment. reported the incident at approximately 1440 hours on 8/10/20. Deputy Chief Patrick Robinson was in when she realized that her purse had been rummaged through. Deputy Chief Robinson noti?ed Captain Johnathan Todd who notified Criminalistics and instructed them to respond to process the area. Criminalist McVaugh responded to and lifted several latent ?ngerprints. Detective Ser eant Riffe also adyised me that Deputy Chief Robinson obtained a copy of the video immediately outside the combined of?ces of the . Detective Sergeant Riffe informed me that Deputy Chief Robinson observed two subjects enter the combined of?ces of the while she was not present. One of the subjects was identi?ed as Internal Affairs Administrative Assistant Lisa Martinez. The other subject was identified as Of?cer Bryant Singley. Detective Sergeant Riffe assigned me as the lead detective for this case, and I selected Detective Laster to assist me with the investigation. INITIAL BRIEFING FROM CRINIINALIST MCVAUGH On 8/11/20, at 1450 hours, Detective Laster and I met with Criminalist McVau in the Criminal Investigations Diyision Conference Room. Criminalist McVaugh stated that she could not eliminate_ as the person who left the ?ngerprint. However, Criminalist McVaugh stated that she had eliminated Officer Singley as the person who left the ?ngerprint on the desk. At the time of this brie?ng, Lisa Martinez?s fingerprint card ?le had not been located. It was eventually located, and she was ruled out as a contributor to the ?ngerprint as well. The third latent f'mgerprint was also unidenti?ed. Both_ and Of?cer Singley had been eliminated as persons who left the ?ngerprint. The fourth lift was what Criminalist McVaugh described as a ?pattern transfer lif She stated that she believed that the lifted pattern belonged to the above?mentioned Coach purse. In that case, the- Coach purse likely transferred a waxy/oily substance to the desk, which attracted the latent ?ngerprint powder in the form of the pattern of the purse. Criminalist McVaugh transferred the photographs to me so that I could have them for reference. Refer to Criminalist McVaugh?s report and photographs for further details. mumm? FINGERPRINT COMPARISONS During this investigation, Criminalist McVaugh lifted three latent ?ngerprints and one pattern transfer lift. The patter transfer lift is believed to be the pattern of purse. purse is a glossy black leather purse, and some of the wax/oil from the leather likely caused the pattern transfer. One of the latent fingerprints lifted from the desk was found to belon to . A second latent ?ngerprint was only of value for elimination purposes. Criminalist McVaugh informed me that cannot be eliminated as the contributor of said fingerprint. However, she was able to eliminate all the following subjects as possible contributors to the f'mgerprint. The third latent fingerprint is, as of the writing of this report, unidentified. The unidentified latent f?mgerprint was entered into the AF IS database. There were no hits from the AF IS database. Secondlv the unidentified latent prints were ?hand? compared by riminalist McVaugh to the known list of subjects who entered . All subjects that are a party to this investigation have been eliminated as contributors to the two unidenti?ed latent f'mgerprints. OBSERVATIONS PURSE I made the following observations of purse based on the surveillance video when she arrived for work. exited the elevator with her black Coach purse on her left forearm. On her left shoulder was a black bag with white polka dots. I also noted a large spiral notebook protruding from the purse. I noted that_ had the large spiral notebook tucked under her left arm when she left for the Senior Staff meeting. Therefore,_ had to remove the large spiral notebook from her purse prior to the Senior Staff meeting. This accounts for said notebook?s absence from the photographs taken by Criminalist McVaugh.
