This guidance is for immediate implementation. The content will be incorporated into other infection Prevention and Control guidance documents as they are updated. Use of surgical masks by healthcare workers in the context of viral respiratory tract infection has two objectives: 1. To reduce the risk of droplet transmission of infection to the wearer. 2. To reduce the risk of droplet transmission of infection to others. 9, Use of surgical masks for these purposes is in addition to and not as a replacement for other measures to reduce the risk of transmission of infection. These measures include hand hygiene and maintaining a distance of 2m between people whenever possible. Surgical masks must be donned correctly and should remain in place covering the nose and mouth throughout the period of use. Masks should not be moved up and down over the nose and mouth. When a mask is no longer required or if a fresh mask is needed the mask must be removed and disposed of safely as healthcare risk waste. Guidance Surgical masks should be worn by healthcare workers when providing care to patients within 2m of a patient, regardless of the status of the patient. Surgical masks should be worn by all healthcare workers for all encounters, of 15 minutes or more, with other healthcare workers in the workplace where a distance of 2m cannot be maintained. All positive cases of COVID 19 have now been moved to an off-site location. Public Health advice has been given which includes single or family unit accommodation for the period of self?isolation. have been given a description of the location and layout of the hotel. it appears that the hotel is located on O?Connell St, right on the street which means that the residents have no privacy from the public when entering the foyer/reception are or dining area. There is only a small lift that residents are asked to enter on their own, but this cannot be monitored. Owing to the volume of residents in and out of the lift, it would be impossible to ensure adequate cleaning of the lift space. There is only a small ?yard? out back which the residents have been unable to use because of building materials etc. "There is no other area to allow residents to take brief exercise and this would mean keeping people in their rooms 24 hours per day. A senior representative of the company that runs the facility at Skellig Star were also present at the meeting. it was agreed at the meeting that ways of ensuring the public health recommendations arising from that meeting - which included deep cleaning and restricting room occupancy to one person or one family per room - would be explored between the social inclusion lead, ourselves in the Department and the management company. This was done by way of a telecom between IPAS and the centre owner last night. All positive cases of COVID 19 have now been moved to an off-site location. However, a considerable number of residents (awaiting con?rmation of exact number) who have been designated as ?close contacts? of confirmed cases of COVID remain on site. Owing to the volume of residents in and out of the lift, it would be impossible to ensure 2 iequate cleaning of the lift space. There is only a small ?yard? out back which the residents have been unable to use because of building materials etc. ?There is no other area to allow residents to take brief exercise and this would mean keeping people in their rooms 24 hours per day. This is unacceptable. I am concerned that this location is totally unsuitable to accommodate these residents for the next 14 days while they try to self-isolate - no place to exercise or get fresh air and if they need to go out they cannot practice social distancing. From a public health perspective, I would urge you to consider seeking alternative accommodation for residents immediately Thank you Anne Dr Anne Sheahan Specialist in Public Health Medicine. The residents who tested positive are being cared for offsite to ensure their care while they recover from the infection. Fortunately, they are all doing well. All residents remaining in Skellig Centre, will be monitored in the centre, as a Public Health measure as you may have been in contact with the virus recently. We need to be alerted to any such as the development of a cough or a fever. There are 2 elements to this health check 1)your temperature will be taken daily and 2)you will be asked about any that might indicate that you have the infection and need further care. Your help is essential in stopping the spread of infection in our community. . 'ho is known to many of you, has offered to provide this important service. 3310 Hand hygiene, social distancing and cough hygiene are of great importance for all 02 us in the ?ght against this infection. We are asking all residents to stay on the grounds of the centre to self?isolate for the next 14 days. It is appreciated that this does restrict you but it is essential to prevent spread of the infection and to protect your health and wellbeing at this difficult time. What you need to do: - Stay in the Skeilig Star at all times over the next 14 days unless agreed by Public Health - Not have visitors to your room - Keep a safe distance of 2 metres from others ?Social Distancing? Follow centre management rules re collecting your meals, and eating in your room Follow centre management rules so that you can exercise in the back outside area of the Skellig Star 1 - Do not use transport Do not have contact with older people, pregnant women and anyone with underlying health conditions The HSE and Department ofJustice and Centre management are collaborating to make this self-isolation a success. We will support you in every way we can and we need and appreciate your full co-operation. From: Rebecca Loughry (Specialist Social Inclusion) Sent: Friday 1 May 2020 07:43 To: Shane P. As you are aware, there are a number of significant factors at play in the next memo issued to residents in Skellig Star, and at this stage we can be assured of legal challenges to any advice sent to residents . Will the HSE have to have own legal advice on memo as well? I am wondering what different options are available from a public health perspective- allowing for the fact that the Dept Justice/lPAS will need to agree as well? Option A: yesterday? 5 suggested memo goes out-new 28 day staying in centre will be dif?cult especially for residents who have stayed in for 14 days and complied with active monitoring; Option B: test everyone again- some residents will resist this but that could be looked at? Option C: anyone who stayed in centre for 14 days and didn?t develop can leave centre from Saturday, adhering to all social distance etc- people who are identified over next few days as close contacts have to stay in their rooms in self-isolation? Option D: are there other options?? I appreciate how difficult this is for everyone. Thanks for everything over the past few weeks, Caroline. Dear Resident, We are providing further update on the Covid-19 precautions in the Skellig Star Centre. The outbreak was first declared on Saturday 25th April. All residents in the Centre were deemed as Close Contacts of Covid-19 cases and advised to strictly self? isolate, in keeping with national guidelines. We have put detailed procedures and recommendations in place to support you with this. Health monitoring for early and signs of infection for all staff and residents has also been in place. We know that many residents are following the public health guidelines at all times and we thank those residents for helping keep their fellow residents and themselves safe. However, unless all residents follow the above social distancing guidelines, it is likely that this outbreak will continue for some time in the Skellig Star and this could potentially be very serious for some of your fellow residents. Unfortunately there has been two new con?rmed cases in the past week. This is clear evidence that some residents are not following the Public Health recommendations. This is causing further infection. As a result the period of advised restrictions on movement now needs to be extended for a further 14 days from the date of the last con?rmed case. Advice on what you must do to stop the spread of infection: 0 Stay in the Skellig Star Accommodation Centre at all times 0 Do not have ANY visitors to your room 0 Keep a safe distance of 2 metres(6.2 feet) from others - 'Social Distancing? 0 Follow Centre management arrangements for collection of meals and outdoor exercise options, laundry services etc. 0 Do not have any contact with older residents, pregnant women or anyone with underlying health conditions 0 Attend for the health monitoring being carried out by onsite HSE staff daily In Conclusion: Unfortunately, as the last resident to receive a positive test result was just this Wednesday May, and because social distancing is not being followed by everybody, the period of recommended self ?isolation has to be extended a further 14 days until 20th May 2020. This is most regrettable. Please remember - We all need to work together to stop the spread of COVID- 19 both in the centre and in the wider community. Thank you. Please follow the advice above to stop the spread of Covid-19 of ii Cliodhna Foley Nolan (Cir Doctor SW) kg From: .
