COVlDl9 Emergency Order 4 AN EMERGENCY ORDER OF THE MAYOR OF THE CITY OF ANGOON ESTABTISHING A REQUIREMENT FOR Att REIDENTS AND VISITORS OF ANGOON TOWEAR A MASK OR FACE COVERING IN AI.L PUBLIC PI"ACES WHEREAS, COVID-19 is a respiratory disease that can result in serious illness or death and is caused by the SARS-Cov-2 virus {"virus"), a new strain of the corona virus that has not been previously identified in humans and is easily transmittable person to person; and 1I,2020, the World Health Organization ("WHO") declared the virus a pandemic; Alaska Governor Dunleavy issued a declaration of public health disaster emergency in response to the W} EREAS, on March anticipated outbreak of COVID-19 in Alaska; and on March 13,2020, President Donald a national emergency in response to the virus pandemic; and J. Trump declared WHEREAS, on March 23,2020, the City of Angoon declared a local emergency in response to COVID-19; and WHEREAS, Angoon City Code Section 2.66.180 authorizes the Mayor, as the director of the Angoon Office of Emergency Management, to issue orders, proclamations, and regulations to carry out the purpose of chapter 2.66. BE IT THEREFORE ORDERED: 1. That all resident or visiting travelers must use a mask or a face covering over their noses and mouths when they are indoors at public places or in communal spaces outside the home. This order is subject to the conditions and exceptions listed below. 2. The places included in this order are: A. Angoon Post Office B. Angoon Trading C. Angoon Oil D. Any communal areas E. F. of offices where people from multiple households are present, to include City Hall and the Angoon Community Association Building Any churches holding indoor services Any outdoor spaces where multiple households are required to be close together, to include the Alaska Marine Highway Ferry Terminal during scheduled ferry arrivals and the Angoon Seaplane Base during any arriving flights. 3. Employers are responsible to make sure employees who are present in the workplace have access to and wear masks or cloth face coverings when in direct contact with customers, members of the public, or other employees. Masks are not required when the only direct contact is between members of the same household or when employees are not near others (within six feet). 4. This order does not apply to the following categories of people or activities. A. Any child under the age of two years old. Studies have shown that young children should not wear masks due to the risk of suffocation. C. Any individual who is unable to wear a mask or face covering due to any health issues or disability in which wearing a face covering would endanger their safety. Any individual who is driving in a vehicle that does not have any passengers who are not in their household. That if a person cannot wear a mask or face covering due to a medical condition or disability as described above, this order does not require them to produce medical documentation verifying the stated condition or disabilitY. That the City of Angoon reserves the right to use all available enforcement options to assure compliance with this order.
