We look forward to the completion of these two projects in 2020. We write to kindly seek Huizhou Government’s support for additional works for the Friendship Park Project. We firmly believe these additional works will further improve the look and functionality of the park when completed and used by both locals and visitors to Samoa. The additional works requested includes: 1. Additional drainage for car parking area Further to our letter dated 04 September 2019, we wish again to request for your consideration for additional drainage pipes and a sump pit to help extract storm water ponding at a low point to the south of the parking area at the eastern end of the FMFMII Government Building, which is located slightly within the Friendship Park project area. Recently, we have also observed ponding to the north of the parking area near the VIP parking area during heavy rain. Please refer to attachment 1 showing these areas. 2. Backup Generator Building The Government owned Electric Power Corporation (EPC) has procured a new backup generator for the FMFMII Building which is due to arrive in Samoa in January 2020. This new generator will replace the existing generator and will be installed in its new location identified in the Friendship Park. The backup generator needs to be housed in a building for protection from the harsh weather elements, which unfortunately given some extenuating circumstance cannot be funded by GoS. We therefore seek Huizhou’s understanding and assistance in including a building for the backup generator in the scope of works for the Friendship Park project. A design brief has already been provided to the Huizhou design team in their recent visit. We hope for Huizhou’s favourable consideration to avoid any further delay to the project. 3. Harbour light minor repair works The dilapidated conditions of the harbour light and the small building located next to it became evident after the project site was cleared for construction. Regrettably due to limited funds available, the responsible authority is unable to carry out renovations to the harbour light before the park is opened. The harbour light is a key infrastructure in the park and if not renovated will be an eye sore when the park is officially open. We kindly request including minor repair works to the harbour light as part of the scope of works for Friendship Park project. Minor works include repainting the harbour light, replacing corroded railing, and repair the small building. Please refer to photos in Attachment 2. 4. Fence around the harbour light The harbour light at Eleele Fou is crucial to the safe navigation of sea vessels into the Apia Harbour and as a matter of security, it is off limits to the general public and particularly children that will be using the “Children’s playground” next to the harbour light. We therefore request extending the proposed fence with a gate around the harbour light to control and restrict access into the harbour light area for safety and security of sea navigations. Please refer to attachment 3. 5. Shade structure for volleyball court seats We request to add a shade structure over the volleyball court siting area. This will allow the public to comfortably use the siting area/stand throughout all seasons. Meanwhile, we also request to change one court into a concrete court so that our people can have more choice for activities in this area. 6. Railing at the top of lawn theatre eastern stand. In the current plan, the Eastern siting stand for the open lawn theatre exits directly on to the main service/emergency vehicle access into the Friendship Park (east). After further review of the plans, we see the need to steer the public away from exiting directly onto this road but use other exits to the western and northern side of the lawn theatre. This will keep this entrance clear of crowds exiting the lawn theatre and blocking the only emergency vehicle access to the park in the event of an emergency. Please refer to Attachment 4 for location of new railing and example. We believe the new railing will blend well in the design of the lawn theatre as it complements the railing and ramp on the opposite (west) siting stands for the lawn theatre. 7. Awning for lawn theatre stage. We request to add and awning over the lawn theatre stage and that the design fit with the surrounding environment. Given the tropical climate of Samoa, the lawn theatre stage cannot be used for performances in rainy or strong sunny weather, so a stage without full area awning would be much less likely to be used for national entertainment. Further to the above requests we wish to note below other matters discussed with the Huizhou design team at a meeting on 26th November 2019 during their recent visit: 8. Build 3 Fales with Samoa local materials Huizhou design team explained the change in material used for the three building roofs from steel to aluminium material. After further discussions with our technical team we believe that an aluminium roof will take away the traditional Samoa Fale-look we aim to achieve. Therefore, we request if Huizhou can consider using local and traditional materials to build these three fale buildings. Fale is Samoa’s traditional building style with its soul elements in: wood, carvings, sinnet, etc. A building with fale shape and steel frame and pieces of aluminium is nondescript especially in a park which shows Samoa culture and China-Samoa friendship. We seek Huizhou’s assistance to provide authentic Samoa Fales to make these buildings blend with the surrounds. 9.Water pump house We raised concerns on the instability of the area surrounding the pump house behind the FMFMII Building due to excavation works by the Construction Contractor. Huizhou design team took note and agreed for Shanghai Construction Group (Construction Contractor) to liaise with GoS Supervising Engineer on the details of the proposed retaining wall by the Contractor to stabilize the area. 10.Building near the Volleyball Courts Huizhou to reinstate the outside wall for the store area for this building. The store-area needs to be secured after-hours therefore the area must be enclosed with walls instead of having an open space. Wall design shall have windows to promote active frontage/shop front. 11. Water pump connecting to municipal pipeline All sewage line connecting to the municipal pipeline in Samoa use a standards or same brand of waterpump and manhole as this will greatly assist with the Samoa Water Authority’s (SWA) maintenance works. Having the same pump brand will enable the SWA to fix any if damaged. We request to use SWA standard pump for both the Friendship Park and Culture Center to ensure efficient ongoing maintenance by SWA.
