An Abuse Re ort was received on 5/27/16, the foster mother approached statin that she had too many papers in her house and she has to throw the papers away/h stated that the papers are important to her because her teacher gave them to her and she was not going to throw them away. The foster mother 1 then proceeded to gather the papers and told - to "shut - up". - then told the foster mother to sto screaming at her sister. The foster mother then told to get off the bed and old her no. The foster mother then grabbed - by the shirt and choked her with her shirt. The foster mother then said that the children had to leave and packed their things and placed their belongings in the garage. The investigation was closed no indicators for and not substantiated for bizarre punishment for both children. Prior report: An Abuse Report was received on 7/4/2014 On an unknown date, but within a week, the foster mother slapped -. it is unknown if any injuries were sustained. The foster mother has a history of being physically abusive towards the victim in the past. The child states the foster mother is mean. - is very energetic and rambunctious. She laughs all of the time and is very funny.? The findings revealed that - had no injuries and denied getting hit in the face and the other child in the home denied any physical discipline. CPT was notified and an exception was granted. The case was closed no indicators for physical injury. Description: There have been ongoing concerns regarding foster parent Maria Padilla dating back to 2016. Concerning statements have been made by many children that have been placed in her home (Michael, Alyssa and, Jennifer B., Daniel V. and, Kristinea H.). There are concerns that Ms. Padilla may be mistreating some of the children in her home and her motives to foster may be ingenious and based on her own words more focused on income, please see attached video and texts. On Saturday, 4/21/2018 DCM received an audio recording from Ruth Dunleavy (aunt of the Brennan children). Based on the Aunt's previous concerns with how the foster mother interacted with the children, she began recording their conversations. In the audio you can hear Ms. Maria yelling and threatening to move Michael to a different home due to his behaviors. While talking to the aunt, Michael begins crying. After that phone call, DCM did a home visit on 4/25/2018. Each child in the home was interviewed separately. On 5/1/2018, during an unannounced home visit, Ms. Maria was yelling at Jennifer Brennan. Jennifer was crying so hard she could not talk. Ms. Maria put Jennifer in time out and yelled at her to be nice to her sister. Ms Maria didn't get information about what happened, and DCM intervened to talk to Jennifer and calm her down to talk about why she was being punished because she wasn't made aware by Ms Maria. On 5/2/2018, Angel M. (sister of Kristinea) reports that her other sister, Alex, said that Ms. Maria told her that nobody wants Alex and Alex would not be allowed at her house. Messages were sent on Facebook between Angel and Ms. Maria that relayed this info. On 5/4/2018, Ms. Maria sent the following text message to DCM. "I want to know how many days you requested for Kristinea for spring break. So then I would work something out with placement. It is not fair for me to lose out from making some income." On several different occasions, Ms. Maria has stated that her husband does not help out with the children because he refuses to. Especially with Michael. DCM also observed his lack of interaction while visiting the home. On 5/7/2018, DCM was taking the Brennan children back to Ms. Maria's home from a dermatologist appointment. When arriving at Ms. Maria's home, DCM called Ms. Maria. Ms. Maria reported that she was not home that she was at Publix and asked if we could wait 15 minutes. Ms. Maria told DCM that her husband was probably home but in the backyard. She then told DCM never mined because he will not help to watch the children. DCM had to take children to Publix. 2 On 5/10/2018, DCM sent a text to father regarding her visit to for the summer. When DCM asked the father for dates of travel for - the father replied that is under the impression that she will lose money for housing and that would have to be placed with someone else. The father is worried that after the visit for the summer his daughter will be placed somewhere else. Further concerns for the home include: DCM had concern'SWhenF was in the home. reported that she wanted to adopt and wanted to get his sister placed in the home. was relentless in askin- for a sibling, to be placed in the home. was promisin- to take and other places and she was going to buy him a phone. had write a letter to the Jud statin he didn't want to live with his mom and that he wanted to be adopted i. The child is known to not be a good 3 eller and the letter appeared to have someone coach the child in writing it. When started having some behaviors became unali ned with the Child and had Baker Acted. Although, DCM had talked told calmed the situation and DCM - was on her way to the home to assis had him baker acted and before the DOM could arrive. then refused to take him back into her home. The concern is that he was baker acted as a result of his behaviors that were instigated by the taunting of threats to leave the home. Reports from DCM regarding the child - reported that when he was in the home and he did something wrong the foster mom threatened to ship him to and put him in foster care over there which was one of the child's biggest fears. The foster mother would call - a liar and a trouble maker. One occasion - was having a fit and called his mentor and the mentor talked to them and indicated don't do anything I am on my way to come get him and talk with him. then called 911 and had him baker acted and then refused to take him back. to However, when he was placed in a new foster home, reached out to the foster mom and asking to be a support for - and invitin him to church. At first refused indicating that he wanted nothing to do with then indicated she had a present for him and she really wanted to talk to him. agreed after hearing about the gift. After- started interacting with his behavior in the home changed and he was adamant he wanted to go back to . When the foster mother at the time asked what they talked about - indicated that - told him that she was going to take him to and to to visit his family for Christmas. and if he comes back then she will give him a laptop. After that due to the inappropriate nature of the promises trying to get the child to agree to come back her contact was stoiied. That is when it was found that the summer camp a intercepted a letter from that had another child in her home deliver basically saying that because couldn't keep his mouth shut none of it was going to happen.
