Reducing costs for farmers and growers What is integrated farm planning? The aim of integrated farm planning is to provide a single framework for farmers and growers to use for key parts of their operation, including environmental management such as freshwater and climate mitigation, labour, biosecurity, animal welfare, and health and safety. How will you determine how much you fund each plan? We will work with the sector to determine a cost sharing agreement that works for the industry. Our initial $50 million investment will help The Ministry for Primary Industries (MPI) to implement this work programme and form a core contribution towards the cost sharing agreement. By working with the industry to implement this agreement we will reduce the costs of compliance for every farmer and grower. We consider this funding to be a co-investment into our future and will look to build upon it over time. Why are they modular in nature? We want to ensure that these plans remain relevant for years to come so we want to work with the industry to design templating that can be added to and built on overtime as reporting requirements change. Overtime we hope all on-property government reporting requirements will be done through integrated farm plans If a farmer completes a farm plan does that mean they won’t need to get a resource consent? Integrated farm plans will minimise the need to get practice consents. The intent is that the farm plan will provide a single framework which will meet the requirements and purposes of the end user (such as councils and central government). The technical standards within the plan will identify the minimum regulatory requirements farmers and growers need to meet and farming practices that need to be put in place to ensure they are met. Overtime we hope all on-property government reporting requirements will be done through integrated farm plans. Why do you have to create standards first? While we want to streamline the process as much as possible, both the government and industry know we need to make sure we have reporting that meet the technical requirements and is up to standard. Are the timeframes realistic? MPI has already been engaging with the industry on farm planning and we want to have standards and an agreement in place in the middle of next year so that we can begin on the first modules of reporting. Modules will be added over time and reporting will continue to evolve so that it is always fit for purpose. Is this enough support? We will develop a cost sharing agreement with the industry and continue to invest in integrated farm planning. Our initial $50 million investment will help MPI to implement this work programme and form a core contribution towards the cost sharing agreement. This builds on the work we have already taken in government. We have already invested $1.5 billion to help boost sustainability and value for our farmers and growers, including $1.1 billion to create environmental jobs, $229 million in in Productive and Sustainable Land Use and $100 million to kick start the Fit for a Better World Roadmap. Will you provide more funding for integrated farm planning in the future? Yes. We plan to build on this initial funding and continue to work with the industry.
