Rod Rosenstein’s comment (received September 24): Targeting corporations and imposing financial penalties that punish current shareholders and employees is a useful tool, but it is not a complete solution for deterring corporate wrongdoing. Those investigations take too long and rarely result in individual prosecutions. The goals of our policy changes were to increase the incentive for companies to implement compliance programs, disclose wrongdoing, and cooperate when wrongdoing occurs; and to expedite federal investigations and encourage prosecutors to pursue charges against the people responsible for corporate wrongdoing.
