LAPD PALANTIR USAGE METRICS 2010 TO TODAY: GROWTH IN USERS AND USES The partnership between LAPD and Palantir started in late 2010 with the Real-time Analysis and Critical Response (RACR) division and was focused on using Palantir primarily as an investigative and analytical tool. Today, the partnership has expanded to include crime analysts, officers, detectives, and command staff in all 21 geographic areas, as well as the specialized divisions; the suite of Palantir tools range from providing a strategic view of crime and officer presence for the LAPD Command Staff to streamlining simple searches of license plate data for patrol officers. The data in the Palantir platform includes LAPD information (e.g., arrests, warrants, citations, field interviews, calls for service) and data from Los Angeles Sheriff’s Department, Burbank Airport Police Department, Burbank Police Department, Los Angeles Airport Police, Long Beach Police Department, and Glendale Police Department. Since the beginning of the LAPD-Palantir partnership, the number of officers registered and trained on Palantir tools has grown continuously. Today, there are more than 5,000 registered LAPD users, which represents greater than 40% of the department. Almost all (>99%) of Palantir users are sworn LAPD officers. The majority of these users are Police Officers (56%), with the remainder including Detectives (29%) and Sergeants (9%). These investigations provide actionable information to officers across varying scenarios, such as uncovering gang networks, recovering stolen vehicles, capturing active warrant felons, and solving kidnapping cases. 2016 USERS IN REVIEW: ALPRWEB ALPRWeb has been the most widely used Palantir tool at LAPD, allowing Officers to run searches on full or partial plates in a matter of seconds. In 2016, LAPD officers and investigators conducted more than 60,000 searches in support of more than 10,000 cases. It alerts the LAPD leadership, Bureau Chiefs, and Command Staff on how criminal activity in an area is trending by comparing current crime rates to “normal” crime rates. The LAPD Command Staff uses the dashboard in Chief Beck’s weekly crime briefing to give an overview of crime statistics, surface emerging crime trends, and quickly spotlight crime indicators. The Crime Dashboard allows a small group of 20 weekly users to make important determinations that affect the safety, impact, and effectiveness of the broader collective of 9,000 officers. It surfaces data that empowers sound adjustments to crime-fighting strategy or the reallocation of resources. The Dashboard has been instrumental in CompStat meetings, helping identify and analyze high crime regions and bureaus, and an iPad-compatible version is being rolled out to Command Staff and Area Captains to respond to increasing violence.
