Incident Number: 2020-0030518 Reported Date: 4/25/2020 07 O4 Occurrence Date: 4/25/2020 07 04 To 4/25/2020 07 O4 Occurrence Address: 55TH ST OKLAHOMA CITY, OK 73119 Offense: PUBLIC MENTAL HEALTH CALL Reporting Officer: NOONER, COREY 1154 Narrative: One body worn camera Video available On the above listed date and time I responded to the above listed location in reference to a subJect experiencmg a mental health Upon arrival I made contact With the RP The RP said that the lP is her daughter and lives With her The RP said that the IP has been aggresswe toward her and assaulted her roommate The RP said that she felt that the IP needed to be transported for a mental health evaluation The RP said that the IP has not been taking her medication and was recently released from the cri5is center I made contact With the IP who was in a bedroom of the resrdence I observed the IP to be talking to someone that I could not see I directed her to step out of the house so that i could talk to her As the IP walked out of the house she continued to talk to someone or something that I could not see The statements were very random and did not seem to make any sense I placed the IP in the back seat of my patrol car i completed a third party statement. prowded the third party statement to the RP The RP read the third party, stated that she agreed With What it said and Signed it informed the IP that she would be transported to the center for evaluation transported the IP to the center and walked the IP into the triage area i waited a while and staff advrsed me that they were working on setting up facetime sesswn so that the IP could be evaluated by an LMHP I waited a While longer and eventually staff brought in a cellular phone The LMHP evaluated the IP Via the facetime 3e55ion (asking the IP several questions regarding her mental health) and then ask to speak to me Throughout the evaluation the IP continued to not respond appropriately to questions The IP would talk but it would be about some random something that was not an appropriate response to the question The staff member brought the phone to me and I spoke to the LMHP She explained that the IP had been admitted under emergency detention to the faCIlity a short time ago She said that the IP was released four days ago from that stay The LMHP first explained that the would not be admitted The LMHP ask if the IP could be taken home or to another location of safety I explained that the IP was brought from home and gomg back was not a I also explained that I did not think that was a safe option given her condition The LMHP said that regularly the IP would be placed in the UCR for a period of time to see if she recovered from the that she suspected was drug induced The LMHP said that she suspected that the was drug induced only because the IP was released four days ago and she did not feel that organic could occur four days The LMHP prowded no other eVIdence that the was drug induced other then that The LMHP then told me that I would need to transport the IP to a hospital I questioned Why The LMHP explained that they would not admit her I pressed the LMHP and ask her if the IP met emergency detention criteria She told me that the IP did meet emergency detention criteria but she did not meet admissmn criteria during the COVID 19 conditions I told the LMHP that it did not make sense to me that I would take someone to the hospital during the COVID 19 Situation ifthere is not a medical concern The LMHP in5isted that even though the IP met emergency detention criteria, they would not admit her The LMHP could have ea5i y admitted the IP and then released her in a day if the SUbSlded I took custody of the IP and transported her to Saint Anthony Hospital I was met by security OUtSlde the budding They were posted there to manage traffic the budding regarding COVID 19 informed him that I was there With a mental health patient I was allowed to park my vehicle and walk the IP into the emergency room From there, I had to complete paperwork and speak Page 42 of 47 on 5/12/2020 3 44 39 PM to staff regarding the Circumstances of my contact WIth the IP The staff at the hospital seemed frustrated but adVIsed that this was not the first tlme they had happen They triaged the IP and I had to wait In the hospltal untll I was released by staff The IP was admitted to the faculty for further treatment of her Page 43 of 47 on 5/12/2020 3 44 39 PM
