GRANT PROPOSAL RECORD Pacific Research Institute ADDRESS: I Embarcadero Center, Suite 350 San Francisco, CA 94111 CONTAGT: Dr. Sally C. Pipes AMOUNT STAFF REQUESTED: $100,000 RECOMMENDATION: PROJECT TITLE: $25,000 To support the Center for Health Care BOARD MEMBERS AFFILIATED WITH REQUEST: STAFF: MEETING DATE: PROPOSAL lD#: Mike Hartmann 212512014 20131106 BACKGROUND: The Pacific Research lnstitute (PRl) in San Francisco requests $100,000 ín support of its Center for Health Care (CHC)'s public education about health care. This request is separate and apart from another pending PRI request, for support of its Laffer Center, which is recommended for declination later in these materials. Since 1979, consonant with Bradley's mission and vision, PRI's mission has been to champion freedom, opportunity, and personal responsìbility for all individuals by helping to educate about and implement freemarket public-policy solutions, in California and the U.S. Bradley has supported various projects at PRI since 1987. iülJRE FOR IBA[l AIAHI $lttY c. P PE$ I ¿xcou¡aYEF ¡¡o77 IfsnorDsroE OJ Sally C. Pipes became PRI's president and chief executive officer in 1999, before which she was assistant director of the Fraser lnstitute in Vancouver, B.C. She is the author of, among other books, Ihe Truth About Obamacare and an Encounter Broadside, The Cure for Obamacare. - Working with other Bradley-supported entities including the Benjamin Rush lnstitute (about which see the previous recommendation in this section of these materials) and the Galen lnstitute -- PRI's and Pipes' CHC, too, is one of the mostinfluential and -effective voices in the fight against the burgeoning government monopoly over health care in the country. Generally, Pipes is as regularly featured a commentator on health-care in general and Obamacare and Obamacare in particular in prominent publications and electronic- and social-media outlets as can probably possibly be the case. Specifically, this year, she is focusing on continuing to bring attention to those aspects of Obamacare that she believes could more easily be repealed. At this writing, among them: . 2. 3. 4. 5. f its 2.3% medical-device tax; its health-insurance tax; its lndependent Payment Advisory Board (IPAB); its 3.8% tax on unearned income; and, its excise taxes on drug companies. She will also participate in the preparation oÍ amicus curiae, or "friend-of-the-court," legal briefs in many of the lawsuits currently pending against the law. Budget information: PRI's overall annaulexpense budget is about $4.5 million. lt has been supported by, among others, the Searle Freedom Trust and the Sarah Scaife, William E. Simon, and Kern Family Foundations. STAFF RECOMMENDATION: Given Bradley's continued specialemphasis on health-care reform as an essential part of promoting economic growth and prosperity and that which staff believes is warranted confidence in PRI institutionally and Pipes individually, staff recommends a modest $25,000 grant to PRI for its CHC's public education about health care this year.
