EVANSVILLE, IN 47708 Lloyd Winnecke, Mayor EXECUTIVE ORDER NO. 2020-4 An Executive Order Mandating Restrictions for Certain Social or Civic Gatherings within the City of Evansville WHEREAS, the Governor of Indiana issued Executive Order 20?02 on March 6, 2020, declaring a public health emergency in the State of Indiana resulting from the 2019 coronavirus disease 19?) and the public health emergency remains in effect to date; WHEREAS, the Governor of Indiana issued Executive Order 20-43 on September 24, 2020, which includes a requirement that organizers of events exceeding 500 individuals submit an event plan addressing mitigation efforts to the local health department for prior approval; WHEREAS, despite federal, state and local action, remains a serious threat to the health, safety, and welfare of City residents, requiring additional efforts to reduce the threats associated with exposure to WHEREAS, the City of Evansville has experienced a spike in positive 9 cases with a record number of cases having occurred in the past seven (7) days; WHEREAS, the Vanderburgh County Health Department has advised me that a significant number of positive cases have resulted from large social and community gatherings; WHEREAS, have also been in communication with local healthcare institutions and have been advised that there have been significant increases in the number of related admissions to local hospitals, and that unless admissions are reduced, the local healthcare institutions may face capacity issues; WHEREAS, the Governor?s Executive Order 20-43 permits local municipalities to impose more restrictive guidelines than those set forth in any Executive Order issued by the Governor; WHEREAS, Indiana Code 10-14-3?29 and Chapter 2.150.110 of the Evansville Municipal Code grant the Mayor power to declare a local disaster emergency; Fiji 1 OCT 09 2020 9mm: WHEREAS, ?disaster? under Indiana Code 10-14?3?1 inciudes the occurrence or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from a public health emergency; and WHEREAS, Chapter 2.150110 ofthe Evansville Municipal Code grants the Mayor additional powers to respond to a local disaster emergency for a period not to exceed seven (7) days, unless extended. NOW, THEREFORE, by virtue of the authority vested in me as the Mayor of the City and in an effort to reduce the spread of it is hereby ordered as follows: 1. 2. 3. 4. 5. The organizers of any social or civic gatherings where the total number of those in attendance is reasonably expected to exceed 125 persons are required to submit a written event pian to the Vanderburgh County Health Department at least 10 business days before the date of the event A ?social or civic gathering? is an event involving the gathering of multiple persons from different households, whether indoors or outdoors, at the same time and in the same place to attend an event, including, but not limited to, the following: weddings, ceremonies, family reunions, parties, benefits or fundraisers, fairs, festivals, carnivals, parades, community events, community holiday celebrations, conventions, sporting competitions, concerts, performances, and entertainment events. An event plan must outiine the steps that will be taken to protect against the spread of 19 at the social or civic gathering and shall address the following: a. Guest Information: identify information to provide to attendees regarding reminders to stay home if or part of a high?risk population, to practice social distancing, the correct wearing of face coverings, to comply with CDC guidance, etc. b. Screening: identify steps taken to screen staff, voiunteers, and attendees for of such as temperature taking, self?reporting, etc. 0. Social Distancing: identify steps taken to ensure proper social distancing is maintained between all persons present at the social or civic gathering, such as multiple entrances, one-way flow, ground markers indicating required spacing, spacing between seating, etc. d. Sanitation Measures: identify steps taken to ensure proper cleaning and sanitization of the event space, including increased cleaning of high touch areas and the provision of adequate handwashing and hand sanitizing stations. e. Face Coverings: identify that face coverings will be required by all persons present at the social or civic gathering and the steps taken to ensure compliance. f. Compliance: identify the number of staff or voiunteers who wilt monitor the social or civic gathering and ensure compiiance with the plan and other applicable state and local laws. The Vanderburgh County Heaith Department may approve, deny, or request adjustments to an event plan. This Executive Order will be filed with the City Clerk pursuant to Indiana Code 10-14?3? 29(a) and Chapter of the Evansville Municipal Code, and it shall be effective beginning on Monday, October 19, 2020 and shall expire at midnight on October 26, 2020, unless extended.
