COOP is something that is executed during an emergency event if the continuance of essential functions is at risk. COOP is an action that has a start date and end date (it’s temporary, up to 30 days) and is meant, to continue mission essential functions while the emergency event still exists. WHO The Census Deputy Director (or his successor) is the Census authority to activate the COOP. Census employees from program and administrative directorates responsible for performing during COOP activation are designated COOP Emergency Relocation Group (ERG) employees and employees at the Devolution Site are designated Devolution Emergency Response Group (DERG) employees. Census COOP Coordination POC Commerce COOP Coordination POC XXXXX XXXXXX XXXXX XXXXXX WHERE During COOP activation, COOP emergency deployment personnel are required and authorized to report to specific alternate sites. Alternate site locations vary based on the circumstances of the emergency event and include locations able to support all of Census. HOW If the Deputy Director activates the COOP, the COOP Program Manager notifies the Census COOP Emergency Relocation Group, the Department of Commerce Emergency Operations Center, and all primary COOP representatives of the situation. Emergency Relocation Group are responsible for controlling and managing response to the emergency, and the COOP staff are responsible for COOP operational activities. Through pre-defined COOP Emergency Notification Systems (ENS), and phone trees, Bureau designated Emergency Relocation Group employees are directed to re-locate to alternate emergency relocation sites as appropriate to initiate their respective operations. COOP functionality overlaps with mission critical contingency plans, disaster recovery plans, and business recovery plans as dictated by the specific emergency situations, and the phase of COOP activity. Organizations require a suite of plans to prepare themselves for response, continuity, recovery, and resumption of business processes and IT systems in the event of a disruption (from NIST Pub 800-34, “Contingency Planning Guide for IT Systems), includes the coordination of multiple areas for program success. Plans include: VERSIGHT COMM-CB-20-1357-A-000003 1. Business Continuity Plan (BCP) Purpose: Provide procedures for sustaining essential business operations while recovering from a significant disruption. Scope: Addresses business processes; IT addressed based only on its support for business process. 2. Business Recovery (or Resumption) Plan (BRP) Purpose: Provide procedures for recovering business operations immediately following a disaster. Scope: Addresses business processes; not ITfocused, IT-addressed based only on its support for business process. 3. Continuity of Operations Plan (COOP) Purpose: Provide procedures and capabilities to sustain an organization’s mission essential functions at an alternate site for up to 30 days before returning to normal operations; Scope: Addresses the subset of an organization’s missions that are deemed most critical; usually written at headquarters level; not IT-focused. 4. Continuity of Support Plan/IT Contingency Plan Purpose: Provide procedures and capabilities for recovering a major application or general support system. Scope: Same as IT contingency plan; addresses IT system disruptions; not business process focused. 5. Crisis Communications Plan Purpose: Provides procedures for disseminating status reports to personnel and the public. Scope: Addresses communications with personnel and the public; not IT focused 6. Cyber Incident Response Plan Purpose: Provide strategies to detect, respond to, and limit consequences of malicious cyber incident. Scope: Focuses on information security responses to incidents affecting systems and/or networks. 7. Disaster Recovery Plan (DRP) Purpose: Provide detailed procedures to facilitate recovery of capabilities at an alternate site. Scope: Often IT-focused; limited to major disruptions with long-term effects. 8. Occupant Emergency Plan (OEP) Purpose: Provide coordinated procedures for minimizing loss of life or injury and protecting property damage in response to a physical threat. Scope: Focuses on personnel and property particular to the specific facility, not business process or IT system functionality based. At the center, a BCP addresses sustaining business functions and the IT systems that support those business functions during and after a significant disruption and the Crisis Communication Plan that addresses public relations and information dissemination procedures regarding a disaster response. The Occupant Emergency Plan (OEP) includes property and facilities decisions, but also includes safety and welfare applications to provide for employee accountability and support. COOP is required to sustain an organization’s mission essential functions at an alternate site for up to 30 days before returning to normal operations. Other required agency plans provide a culmination of integrated activities to provide the strongest base for operational success. AMERICAN PVERSIGHT COMM-CB-20-1357-A-000004 Basic COOP phases in brief: • Phase I: Readiness and Preparedness- Readiness is the ability of an organization to respond to a continuity activation. Although readiness is a function of planning and training, it is ultimately the responsibility of leadership. Leadership must ensure that its organization can perform continuity operations, including the performance of essential functions before, during, and after all-hazards emergencies. This phase includes all continuity plans, orders of succession, and delegations of authority; TT&E, and risk management. • Phase II: Activation (0-12 Hours)-This phase should include the activation of plans, procedures, and schedules for the continuation of essential functions. Continuity personnel must be fully operational at the alternate facility as soon as possible but no later than 12 hours after continuity activation. The activation and implementation of a continuity plan and its associated procedures may require the use of alternate locations, depending upon the incident and its effect on normal operations. • Phase III: Continuity Operations – This phase includes the following activities to continue essential functions: 1. Accountability of personnel in the affected area during continuity operations. a. Continuity personnel and alternates are accounted for within 12 hours of activation. b. All other employees within the affected area are accounted for within five (5) days after activation of our Bureau’s continuity plan. c. Accountability of personnel is reported to DOC, and DOC reports to FEMA that 100% accountability is achieved. 2. Performing essential functions. 3. Establishing communications with supporting and supported organizations and other stakeholders. 4. Preparing for the reconstitution of the organization. • Phase IV: Reconstitution – Leadership communications instructions for resumption of normal operations to all staff, and supervises an orderly return to the normal operating facility, moving to another temporary facility, or moving to a new permanent facility. We are butting up against the start of the Census, which is exciting although there are a lot of things competing for people's attention with the primaries and virus scares. I wanted to loop back about the questions you're getting on the ACS. It used to be called the Census long-form and went out to roughly 1-in-6 households, but we changed it after 2000 and now it goes out to about 1-in-35 households annually. It gives us a lot more data that policymakers use to make decisions on things like education and jobs. If there are questions that a respondent does not want to answer, then they can skip those -- it's not what we advise, and may mean that they will be contacted as part of our follow-up operation -- but the reality is that's unlikely if it's only a question or two. Instructions will include the web address for the on line questionnaire in English as well as instructions for where to respond on line in the 12 additional languages-ensuring over 99% of U.S. households can respond online in their preferred language. o The invitation will also include phone numbers for English and the 12 additional languages-ensuring over 99% of U.S. households can respond over the phone in their preferred language. Telephone assistance is available seven days a week from 7:00am to 2:00am EDT for those who prefer to respond by phone. o Some households-in areas less likely to respond on line-will receive a paper questionnaire in the first mailing, but all households that have not responded online or by phone will receive a paper questionnaire on or between April 8 and April 16. The paper questionnaire includes a pre-paid postage envelope to return by mail. Census takers plan to conduct the nonresponse followup operation, which begins in a handful of communities as early as April 9, and starts across the country on May 13. However, households can still respond on their own during this phase (online and phone response is available through July 31). o The Census Bureau will closely follow guidance from public health authorities when conducting this operation, as we do when conducting all field operations. o If we need to delay or discontinue nonresponse follow-up visits in a particular community, we will adapt our operation to ensure we get a complete and accurate count. o Currently, fieldwork for some of our non-Decennial surveys is successfully being conducted by phone where we are seeing an outbreak. o Similarly, partnership specialists are working with local partners and conducting meetings that may have been in person by phone and teleconference. We launched last week and collected 11 million responses online in the first 6 days, which is a big success story. You all either have your mailings or you will receive today/tomorrow. Our major message is to encourage people to respond to the Census on line. They can do so without leaving their homes, and without having to interact with anyone. It's an easy process that can be completed in minutes. March 29th is what we're calling Census Sunday. I'm wondering if you would do an on line message reminding people to fill out their Census going in to that weekend. Its so important to get faith communities counted so that they get their share of federal resources and representation in government. Please let me know. I'm grateful for your support.
