Note, if the demand continues to outstrip supply, the affected area on the map will expand. I have spoken to personnel in Mayo County Council’s machinery yard and unfortunately, we do not have access to the large water bowser at this time. I am planning to drop our potable water tankers (approx. 2m3) to Slievemore Holiday Village tomorrow so at least the high houses will have access to water to supply toilets and for hand washing etc.. If this shaded area expands and more and more customers become affected by the outage, we may need to bring in a water supply tanker from out of the county. Can we discuss this. We will monitor residual Aluminium readings in the network also as we have found in the past that if reservoirs go very low, some alum deposits from the bottom of tanks can be sucked into the network in concentrated levels. We will monitor situations on the ground closely and update you of any change in situation. The lads on the ground have been trying their best to fill the reservoir at Slievemore, Doogort but to no avail. They found a restriction in the inlet ballcock to the Slievemore reservoir yesterday and sent more water into the reservoir last night but the demand downstream of this reservoir means that it did not fill. As I’ve told you, we FW Achill- Slievemore Outage htm[04/09/2020 15:54:25] have mobile tankers placed in 2 estates in the Slievemore supply area at Slievemore Holiday Villages and Baile Slievmore. I have extended the water outage on the IW system to 1pm on Monday where I will re-evaluate the situation again. The public drinking water quality is considered to be significantly compromised and an immediate risk to your health. Friday afternoon MCC contacted IW regarding elevated levels of aluminium (5x permitted limit). IW contacted HSE and issued a Do Not Consume Notice through press release. Irish Water Mayo County Council are currently mobilising water tankers (IBC’s) to Achill Island to provide an alternative water supply to consumers Bottled water is being arranged for delivery to vulnerable consumers. Consultation with HSE and EPA POS stated MCC kept everyone informed and acted in good time. Do Not Consume Notice was issued timely. High alum levels were found to be in the final water at the plant and in the network some of which may have come from the bottom of reservoirs. POS consulted with Dr Quintan, Expert on Metal, HSE North East and he was very concerned at the levels of greater than 800 ug per litre. Any levels between 200 and 800 sporadically are concerning and warrant action. On foot of this information POS consulted with the HSE Environmental Public Health Officials Maria Tonra and Marie Horkan and Public Health Doctor Dr Aine McNamara and EPA Inspectors Michelle Roache and Michelle Minihan. A meeting was held at 7pm yesterday. There were told that the plant had failed. Turbidity levels had exceeded 1 NTU and aluminium levels were high. Within 15 minutes HSE advised Do Not Consume. A draft notice was issued to all parties and the HSE came back with only 1 addition referring to Covid-19 on the notice where water is still suitable for handwashing. Jenny Lawlor IW issued the agreed Do Not Consume notice through Press Release. It is expected that the EPA will audit the Achill Water Treatment Plant and scheme in the next week or two. They also mentioned the population affected and requested the population of the Group Water Schemes affected. Meeting with the HSE and the EPA was over at 7.30pm. Media/Communication with Consumers JL issued a Press Release at approximately 8pm yesterday evening. Only one media query from RTE. Mid-West Radio had it on their news bulletin at 10am 1 and 2pm today. 8/8/20 It was uploaded to all social media channels. POS requested that the tone of the Western Peoples article be addressed. JL agreed to contact them. It was stated “IW shutdown public water supply” This is incorrect. Any media interviews/comments will be addressed by Ger Greally, Local media contact and Sean Laffey National media Contact. RMD in consultation with IW submitted and advertisement to Mid-West Radio to air 5 times this morning and 5 times this afternoon. A discussion was held about Notices at masses MCC are currently updating their website and twitter accounts 220 printed handouts of Do Not Consume Notice to be distributed TG asked would there be a further press release this evening and IW confirmed no as the situation has not changed. A map of the tanker locations was issued earlier today and will be revised and issued as required. TG discussed GEO coordinates on maps for visitor sourcing tanker locations. TG requested statistics in relation the number of people contacting the helpline. IW have a database with these figures. Alternative Supplies Irish Water Mayo County Council are currently mobilising water tankers to Achill Island to provide an alternative water supply to consumers. 5 tankers were in place yesterday evening, 11 in place by 3pm today with a further 12 on route this evening. By the end of today there will be 28 IBC (26 x 1.8 cubic metres 2 x 2 cubic metres) tankers in place at various location around Achill. 12 of the above no IBC’s have been borrowed from Galway County Council. A 22 cubic metre mobile tanker will keep these tankers topped up as required with water from Westport Public Water Supply. Also a 30 cubic metre tanker will be stationery at Keel close to campsite. GG confirmed with POS that the timeframe of water in any Tanker is 48 hrs i.e. must be emptied and replenished every 48 hours. FW confirmed more tankers are available from Roscommon County Council if required. Tom Gilligan raised the following question are people advised to bring their own containers GG and JL confirmed that this was advised on the issued notice. Then he also asked if there would be a limited amount of water per person. It is not possible to do this at this time however; the situation will be monitored and there will be a review on Monday. Outages There are currently households in Slievemore with intermittent water supply. A tanker has been in place since last week at this location to cater for prolonged outages. Two leaks at the Slievemore Reservoir were repaired this morning on the outlet pipe. Trucks/Tankers cannot access this Reservoir Slievemore Reservoir has 25 to 30 cubic metre capacity. GG requested that supply to Slievemore Reservoir be prioritised. MCC to investigate trottling other areas tonight to prioritise supply to Slievemore. IW and HSE’s priority are to provide water for sanitation purposes to all water consumers Water Treatment Plant Capacity POS asked about the maximum capacity of the plant. RMD confirmed 115 cubic metres per hr can be treated through clarifiers. A discussion was had about partially bypassing the clarifiers to increase the output of the plant while still disinfecting all water. MCC are to investigate this proposal to see if it is possible on the ground. GG There is a 20% increase on demand from previous years due to an increase in tourism. There is a deficit in supply and demand. Sunshine and higher temperatures cause a decrease in capacity at the plant. GG raised the question of any other plants were experiencing similar difficulties. It was confirmed that Westport Water Treatment Plant has the same issue in hot weather. TK discussed the chemistry of the plant and reducing the poly to see if it would settle better and carrying out jar test. The raw water quality was also discussed. The timeframe of this notice will depend on the weather and number of visitors/tourist’s demand CS The plant was not designed for this demand RMD confirmed The level of aluminium is still high in Doogort and Keel (between 500 and 600 ug per litre) from samples taken this morning. Levels on the network and in other areas are within acceptable limits. AOB Vulnerable consumers GG to confirm criteria Bottled water is being distributed to vulnerable consumers identified by IW. There have been approximately 40 requests to date. 24 pallets of bottled water have been sourced in the South Region FW is to contact Colm Cunningham IW South Region to reimburse this supply and source additional supply if required. With the support of Mayo County Council we are providing bottled water to vulnerable customers. Any vulnerable customers who have concerns can contact our customer care team on 1850 278 278. With the water treatment plant continuing to see high levels of demand we are once again asking customers and visitors to Achill to conserve water wherever possible. There are ways to conserve water that will not impact on hygiene or handwashing. Simple water conservation efforts can have a big impact on reducing demand on the supply. Taking a shower instead of a bath or using a watering can rather than a hose when gardening can make a big difference in water use. We are also reminding people with responsibility for properties that are currently unoccupied to check for leaks and turn off water where it is not required. There are also 28 water supply tanks being ?lled daily around the Island. Plant inhibit installation due to be completed today. Note 66 con?rmed plant is treating 2400m3/day at this time. The demand had been over 3000m3/day previously. Note KS requested that the plant inhibits are tested to ensure operating correctly before the restriction notice is lifted.
