I decided then to sit my test elsewhere under a different tester where I thankfully passed under a tester who was more polite and professional in his duties. The examiner who conducted my test was XXXXX XXXXX I would like to make a complaint regarding the way I was treated on the morning, specifically relating to the distress that was caused at the start and during the examination, which had an impact on my performance and I feel it left me with a disadvantage before my exam even began. Prior to the start of the examination the cleanliness of the truck was immediately brought into question. The truck was hired for my test and I was assured that all measures of cleanliness had been taken due to the current pandemic. However, this was still met with complaints & negativity from my examiner. This negativity continued when I had to advise my examiner out of respect & common courtesy, and with a distinct awareness of the general population's attitude towards Covid-19, that I had asthma. I explained that I had recently changed inhalers, & on occasion it causes my throat to become irritated, hence I may need to cough. I was advised that if I coughed at any stage the test would be over immediately. This was difficult to control while under exam pressure, & added a huge amount of unnecessary stress and pressure. I wore my mask at all times during my exam, which hindered my breathing & I was constantly aware that my test could be cancelled at any moment if I needed to cough. This tested my ability during extremely difficult circumstances. I feel that this hindered my performance on the day, it was completely unnecessary, and I felt intimidated by this examiner. I have accepted that on this occasion I have not achieved a pass. However, when I return to complete this test again, I would appreciate it, if an alternative examiner would be made available to me. The tester refused to take me for my test without a letter from the NDLS confirming that the 6 month wait period from the written test did not apply to me. My XXXXX contended that in this the age of practically instant internet communication that this data should have been sent from the NDLS to the RSA without an archaic system of a tester applicant having to produce a letter from one government agency to another. In simple terms the system should have been streamlined and it cost us ( retired folk) a further 85 euros. We applied for a further test and requested a different tester person. Well that did not happen. We got the same guy and I feel his approach to my test was a biased and vindication one due to the earlier argument. I failed in so many areas on his test sheet I am still reeling from the experience. I took altogether 18 lessons from an instructor driver to ensure that I was fully competent on Irish roads. I got full marks on my Written test. I was resident in XXXXX for many years and drove in the very XXXXX area which is a challenging task for most drivers. Yet I never had an accident and I supplied my driving records to the NDLS to confirm same. At another point of the test we were at XXXXX XXXXX and I was following the curve in the road (which is to the right) my tester gave me no direction or instruction so I followed the road ahead otherwise I would of ended up in a cul de sac. XXXXX gave out that I followed the road ahead and XXXXX said wanted me to drive into the cul de sac - XXXXX had given me no instruction so of course I was going to follow the road ahead. The test was performed in a condition of a very heavy rain. Following Covid 19 precaution measures, the tester asked me to drive with open back windows ( ¼ open ) which significantly increased the fogging up of all windows in the car. To reduce the fogging up the tester advised me to leave the demisters on during the entire practical part of the test. This increased a lot the temperature in the car and driving in a hot car was very uncomfortable, difficult and, as it is well known, unsafe. Driving in a hot car with open windows caused me some health issues. After experiencing pain in the area of the neck and right shoulder during the whole weekend after the test, on XXXXX I was diagnosed by my GP with muscle inflammation (letter from GP can be provided if needed). And as a consequence of this, I was impacted financially as I had to cover the cost of GP visit and the treatment including physio. . I do understand that RSA had to put in place COVID 19 prevention measures and one of them is driving with open windows. I was aware of it and was also practicing driving with slightly open front windows in a condition of a light and moderate rain as per guidance of my driving instructor and this was safe and comfortable. But the negative experience of my driving test shows that driving in a condition of a heavy rain with open back windows is not safe and can cause a health harm. Considering all described above, I would like to ask some questions: • Do driving tester receive a special training on safe implementation of COVID 19 measures and made aware of potential issues that can arise in an unlikely event of very bad weather conditions? • Is there any documentation which explains safe implementation of new COVID 19 prevention measures during the driving test? If yes, could you please provide a copy of it? • Is the risk assessment on driving with open windows in a condition of a heavy rain carried out and what is the risk rating? I am a front line worker in a hospital and I took the day off for the test. When I arrived at the test centre I was told by the tester who's name was XXXXX that my test could not be conducted as my passenger window would not open. I have previously done a driving test in the car before and my window would not open and it was not an issue. I was very upset by this and I asked if XXXXX could make an exception or if other windows could have been opened and XXXXX said no,that XXXXX does not feel comfortable in a car when the window will not open. My car is mechanically sound and has a valid NCT and is in complete working. I was given a non conducted test form and I was told I would have to reapply and pay the fee again. Dear Sir / Madam, I was really upset after my experience on my first driving exam in because of the tester, which was XXXXX. I am only making this complaint now because I have recently booked my second test and had to wait due to covid-19. At the beginning of the test, XXXXX asked many more questions that what my driving instructor said to expect concerning road signs, which put me under pressure before getting into the car. While I was driving, there were times that I could see XXXXX looking out the passenger window, from the corner of my eye and when I was checking my left side mirror. It would not have been possible for XXXXX to observe me making observations on the road while he looks out the passenger window. Being conscious of this, XXXXX could not have been testing me fairly and made the exam seem pointless, which affected my confidence. XXXXX, marked me down on the reverse around the corner manoeuvre. This is something I ensured to know whether I had done correctly or not i.e. making all observations necessary, not taking the corner too wide, not hitting the curb and doing it at the correct pace. On the test day, I know that I performed this manoeuvre correctly but he marked me down for it, inexplicably. XXXXX gave me a grade 3 error when entering the roundabout at XXXXX / XXXXX for obstructing traffic on it, but I entered onto the roundabout at the same time as the car on my right did. At the end of the test XXXXX went over my report card with me briefly in the test centre. When I asked for some feedback to understand where I had made mistakes and to make corrections, XXXXX refused to give me feedback beyond what was scored on the report card. All of this has made me unnecessarily doubt my driving ability and I am unsure what grade 2 errors, that XXXXX marked, are actually valid. This is really poor for a service that charges an 85-euro fee. I have been told by my driving instructor that it is unlikely to receive any compensation for this experience with XXXXX but I feel the complaint needs to be made against XXXXX anyway and XXXXX should be evaluated. To whom it concerns As per telephone conversation I had my driving test yesterday XXXXX @ 10.20am. As you can appreciate there was a great deal of time, cost and logistical efforts that were put in on the lead up to the test. After answering my road signs and questions at the test center we walked to my car and did the light checks on the car. Then XXXXX started to sanitize the dash, door handles etc. XXXXX started to sanitize the silver part of the belt and then advised me that XXXXX would not be taking me out o my test as there was tape around the receiver of my seatbelt. I was shocked and devasted. My car passed the NCT on 25th July. The belt is in perfect working order. I drive everyday with family members and this week had 3 different instructers in my car that did not have an issue with my belt. I asked XXXXX if I could call my instructer to use XXXXX car and XXXXX said XXXXX would have to be outside in 2 mins. This is breaking the law and has insurance implications. Has the RSA sanctioned this arrangement? If so, has the RSA put insurance in place to provide cover for any events that occur while their tester has vacated the vehicle in the middle of a test? My driver examiner should of stopped the test brought me back to the test centre and rescheduled the test. 26. Dear Sir / Madam, I am not satisfied at all with the RSA driving test structure as there is absolutely zero consistency in the testing system from one tester to another. I have sat my C license driving test for the second time today (XXXXX 2020), The test went very well from what I gathered with minimal mistakes on my behalf, But unfortunately for me when I received my outcome that I had failed followed by the unexplained vague circled with pen pre printed report from the driving tester that it was all in relation to the Progress category. I might point out here, a speed limit is a limit and not a target. The definition of a limit is “a point or level beyond which something does not or may not extend or pass “ How could I possibly fail on my second test on Progress after receiving minimal marks for progress on my first driving test except for the progress at traffic lights. I was not slow moving at taking off, at junctions or roundabouts and certainly not on the straight. I was doing the speed limits of 50 & 60km/h on the respective roads. So how did I fail on Progress, especially considering when you look at my first driving test results I didn't get half those progress marks on my first driving test! It is just proving stronger the fact that the testing structure has no consistency from one tester to the next. Looking back on the report of my first driving test, I failed on marks from various categories, Progress had 2 items which was mainly traffic lights. This particular category in question was due to me not pulling forward into the junction at a set of traffic lights to turn right, twice in a row. Why did I get 4 marks? Who's to know because the driving tester is protected from me questioning my marks as it's not discussed in detail when receiving your “ Statement of outcome “ and the results are emailed on later that day. It is reflecting very poorly on the RSA testing system, When I have had driving lessons with THREE independent driving instructors who have all have all reported to me very similar results on my driving, " I am of test standard and should have no issues in obtaining a pass in my driving test " is what I have been told. I might also add, These same driving instructors have undergone several examinations to become an RSA APPROVED DRIVING INSTRUCTOR, An ADI practical driving skills assessment & ADI practical driving instruction assessment. So these same driving instructors are RSA standard, They know what is required to pass the driving test ? But yet when I sit my driving test I fail ? Something very inconsistent here.. So how can the three RSA ADI all have the same opinion on my driving standard, They have all said I am of driving test standard and should have no issues passing the test but when it comes to the driving test I fail, not once but twice and on both driving tests there is no connection to the fail marks, Basically two totally different reports showing complete inconsistency in the testing format. If it was possible today, I would have downloaded the tachograph unit for the time of my driving test, It would have been in black & white on paper, that I was not lacking in progress maintaining my speed or building up to speed from a stop. Unfortunately for me, I don’t receive a digital tachograph card until I obtain my full license. As a result of receiving a very inconsistent driving test I would request that I am given a repeat driving test free of charge and that it is either supervised by an RSA testing supervisor or an external independent supervisor. Then I was brought to a junction which I can only imagine was orchestrated to trick me as I needed to enter the box, at the crescent shop on the corner. Luckily for me the lights were on green. I went straight through with ease. I got the impression XXXXX was disappointed with my luck. The next junction however had a truck in the right lane and I was progressing in the Left. The car in front went on and made his turn. I hesitated thinking the truck might turn but he wasn’t indicating so I waited a moment more and proceeded to safely move forward. This was another situation were XXXXX took marks off me saying I wasn’t thinking ahead when in fact I had. Another time earlier in the test I indicated just as I passed a junction maybe a second earlier than I should and XXXXX also gave me a lecture on that. All the time when moving off from a full stop was checking all the mirrors and blind spots and then started to drive but with my sideview saw that XXXXX marked me and as I understood it was for observation. Although it clearly states on the RSA NDLS website that an automatic extension was granted to learner permits expired during this time period. Although it is very safe, there are some things not fully explained which leads an anxious driver such as myself to feel more apprehensive about the test. It is not explained properly that your tester is to call you before the test. Also, I don't understand why you have to change mask from your own mask as this just adds to more touching of the face etc. Lastly, though this strikes me as the most important issue is having no toilet facilities- this is very unfair to driving test candidates and does not set them up for success. The reason for failure was communicated to me by the tester as a result of grade 3 mark on observation for reverse. (You may also see this on my test report). My tester informed me that this was due to lack of observation when attempting the reverse around a corner manoeuvre. XXXXX had said that I had not reacted in time to car which had approached from behind. I am expressing my concerns over the way in which this manoeuvre was conducted. Under normal circumstances (not relating to COVID-19) this would be conducted with the driver tester inside the vehicle. However on this occasion the tester had conducted it outside, and to the front of the vehicle. This change in conduct raises a number of issues: 1. The driver tester would have had an advantageous view of the approaching car, as XXXXX was positioned to the front of the car and facing towards oncoming traffic, XXXXX would have seen it in the distance before I would have seen the car approaching in my mirrors. Therefore what seemed as a lack of observation could simply have been as a result in the delay of the approaching car coming into view of the vehicle’s mirrors. It is unfair to conduct a test where one party has a more advantageous view over the other. Both tester and candidate should always have a similar view so that a fair judgement on the candidate’s reaction can be made. 2. This change in conduct for this manoeuvre was not, at any stage, communicated to me before my test. It was only communicated to me at the point in time during the test when I must attempt this manoeuvre. This change in the conduction of the test threw me completely on the day of my test. I was nervous to be unaccompanied for the first time and was not expecting this at all on the day of my test. It is unfair to change a procedure which can be offputting to the candidate and without any communication of the change. ALL changes to driver testing should be communicated through ALL mediums of communication and well in advance of the test. More importantly 3. Under Section 39 of the Road Traffic Act 1961 (as amended) it is illegal for learner drivers to be unaccompanied AT ANY TIME whilst driving, and wiithout the consent of the owner of the vehicle.
