G:\M\16\FUDGE\FUDGE_058.XML 2 1 SECTION 1. SHORT TITLE. 2 This Act may be cited as the ‘‘Analyzing Kinetic Im- 3 pact Projectiles Against Americans Act of 2020’’. 4 SEC. 2. STUDY ON HEALTH CARE IMPACTS OF THE USE OF 5 KINETIC 6 UNITED STATES. 7 IMPACT PROJECTILES IN THE (a) IN GENERAL.—Not later than 30 days after the 8 date of the enactment of this Act, the Secretary of Health 9 and Human Services shall enter into an arrangement with 10 the National Academies of Sciences, Engineering, and 11 Medicine (or, if the National Academies decline to enter 12 into such arrangement, another appropriate entity) under 13 which, not later than 1 year after such date of enactment, 14 the National Academies (or other appropriate entity) will 15 complete a comprehensive study on the health care im16 pacts of the use of kinetic impact projectiles in the United 17 States. 18 (b) REQUIRED ANALYSIS.—The study conducted pur- 19 suant to subsection (a) shall include an analysis of each 20 of the following: 21 (1) The frequency and severity of injuries and 22 health impacts caused by the use of kinetic impact 23 projectiles on individuals domestically. 24 25 (2) The settings related to the use of kinetic impact projectiles. g:\VHLC\102920\102920.006.xml October 29, 2020 (10:19 a.m.) VerDate Mar 15 2010 10:19 Oct 29, 2020 Jkt 000000 (779145 8) PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 C:\USERS\WPBURKE\APPDATA\ROAMING\SOFTQUAD\XMETAL\7.0\GEN\C\FUDGE_058. G:\M\16\FUDGE\FUDGE_058.XML 3 1 (3) A statistical review of the frequency of use 2 of kinetic impact projectiles by law enforcement enti- 3 ties domestically. 4 (4) A demographic and racial breakdown of in- 5 dividuals who have been impacted by kinetic impact 6 projectile-caused injuries domestically. 7 (5) A statistical review of the site and mor- 8 bidity of injuries caused by kinetic impact projec- 9 tiles. 10 (6) A review of treatments for kinetic impact 11 projectile-caused injuries and the efficacy of such 12 treatments. 13 (c) REPORT TO CONGRESS.—The arrangement under 14 subsection (a) shall provide for the National Academies 15 of Sciences, Engineering, and Medicine (or other appro16 priate entity), not later than 6 months after the comple17 tion of the study conducted pursuant to subsection (a), 18 and annually thereafter— 19 (1) to submit to the relevant congressional com- 20 mittees of jurisdiction, including the Committees on 21 Appropriations, Energy and Commerce, and the Ju- 22 diciary of the House of Representatives and the 23 Committees on Appropriations; Health, Education, 24 Labor, and Pensions; and the Judiciary of the Sen- 25 ate, a report that contains— g:\VHLC\102920\102920.006.xml October 29, 2020 (10:19 a.m.) VerDate Mar 15 2010 10:19 Oct 29, 2020 Jkt 000000 (779145 8) PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 C:\USERS\WPBURKE\APPDATA\ROAMING\SOFTQUAD\XMETAL\7.0\GEN\C\FUDGE_058.
