With prior service on 11 of 12 appropriations subcommittees, representing over 85% of annual spending, Marcy Kaptur possesses deep programmatic understanding across the range of the federal establishment. The 117th Appropriations Committee faces historic pandemic recovery budgetary challenges posed by the COVID-19 public health crisis as well as legacy economic stagnation in communities across our nation. Marcy is the only candidate prepared to set in motion a strong American recovery through her seniority, her grit and tenacity, and her 38 years of experienced leadership rebuilding from four previous recessions. Her commitment to reinvesting in community and empowering people left behind reflects the ongoing struggle of her own district to weather severe economic washout. Reboot for American Recovery in a Post-Budget Control Act (BCA) Era Reduce the Silos of Appropriating in the Legislative Process  Marcy’s extensive institutional knowledge of process and policy serves as a foundation for increased collaboration within the Caucus and Committee. Through close coupling between authorizers and appropriators, Marcy’s leadership will help reestablish the Legislative Branch as a co-equal force. Further, she will increase collaboration across committees and subcommittees on key regional priorities and complex, cross-cutting issues important to the Caucus (e.g., racial justice, economic empowerment and recovery, climate change, immigration, mental illness, energy and water costs, and national security.) As Chairwoman, Marcy will advance a budget that reflects Democratic priorities. She will propose fair allocations to each subcommittee, as Congress moves beyond sequestration caps imposed by the BCA. Marcy will prioritize full Caucus consensus when determining funding levels. Marcy was first elected during the 1982 recession; each decade of her service has witnessed an historic economic downturn. Marcy’s acumen is rooted in recovery solutions that can help Americans weather and rebuild from economic instability. She will address challenges fully cognizant of the nation’s accumulated national debt, and will work closely with authorizers to steady our nation’s fiscal course, build back better than before, and meet national priorities.  Restore Regular Order to Guarantee Openness and Transparency  Marcy will work to restore regular order as Chair. She will provide openness and transparency on all Committee deliberations, sharing information on funding levels, bill drafts, conference negotiations, and emergency supplementals. She will help develop enhanced Member support systems to help Members advance their goals and engage Members and their staff regarding the Appropriations process. In partnership with subcommittee chairs, Marcy will hold regular sessions on how to influence programs and accounts, conduct Appropriations oversight with Caucus priorities, and better communicate with the Executive Branch.
