I had an issue that came up and I thought the answer to my question would be helpful to all of us writing MEB's. During a number of encounters I have come across situations where the soldier expresses guilt/anger about events that can be quite disturbing. I happened to be at Mr. Manuele's (legal consultant) office with Dr. Shehan for another case. Since I was there I asked him about one of our soldiers complaining/having guilt about our troops pouring S0 gallon of fuel in the Iraqi water supply as revenge for some adverse events that occurred. He stated that was a war crime and if I gave that information to him he would have to report it. He subsequently gave me numbers to contact to pursue this. I called the DSJA (LTC Febba) who couldn't give me an answer at that particular time. However, his eventual response will be beneficial to all of us writing MEB's or encountering similar situations.
