I do not mean to break any confidence here, but, having said that, I feel I owe it to you to let you know what I think of our current field organization and the proposed budget: It's literally amateur hour. It's infuriating. It leads me to -- for the first time -- question whether this campaign will be capable of winning. I am continuing to work on the IE stuff, but I hit a major, major road block late last week when the Fenty administration held up my guy's (David Julyan) land disposition for a major client until September. He is now unlikely to let us/me use his PAC. And, so, I'll need to set up a new PAC. This isn't that difficult, but it is somewhat time it means the 60k in the ulyan/Do ggett PAC is now off-limits. At any rate, I wanted you to at least know my thoughts about the incompetence of the campaign -- particularly as it relates to the expenditures over the last 60 days. This underscores my continuing belief that a budget committee must be created, and that every single expenditure must go before that committee for review. And very candidly: I would simply stop raising money for the campaign until it proves it has a sophisticated budget based on sound strategic assumptions; otherwise, I would direct all money to independent expenditures. This has gone on for too long, and against rather common--sense and strenuous objections and recommendations to fix the problem (I first asked to review and edit the budget -- and create a budget committee -- three weeks ago). It hasn't. This budget is a joke. Allow me to take the transportation budget as an example: 1. There is $65,484 requested for transportation, with the only breakdown of this figure by Ward. I don't know how on earth we can justify such an expense based on such nebulous figures. 2. Much more critically, the suggested Ward breakdown is ridiculous. It is suggested that the transportation budget in Ward 6 be four times as high as it is in Ward 1. Did anyone actually bother to look at past election results and a Ward-by-Ward and precinct-by- precinct analysis? The anticipated vote total in Wards 1 and 6 is virtually identical; in fact, Gray performed better in Ward 1 than he did in Ward 6 in 2006. But perhaps this transportation allocation isn't surprising, given this line: "The following chart reflects the budget for ward operations. Based on a review of the voting patterns of DC voters in 2000, 2002 and 2004, and 2006, our strategy and targeting will focus on Wards 4, 5, 6, 7 and, 8 plus the top five precincts in Wards 1, 2 and 3. (Detailed breakdown attached.)" [emphais added] It's simply infuriating and calls into question the entire strategy and competence of the campaign to read something like that. And I could with other examples, but I Won't. I am quite certain these numbers are not derived from your work. Indeed, I know we've discussed the voting projections at length and had developed a field strategy to reflect this I couldn't have more confidence in your abilities.
