THE EMPIRE STATE RELIEF FUND Our Mission: To provide funding, materials and services to help New Yorkers who are faced with rebuilding and restoring return to their homes and recover from the storm. The Empire State Relief Fund is dedicated to providing resources to help recover from Hurricane Sandy and rebuild and restore homes. The challenges that New Yorkers face as a result of Hurricane Sandy are unlike any we have ever seen before. Thousands of New Yorkers saw their homes destroyed or irreparably damaged by Hurricane Sandy. Many more will face extensive, expensive repairs to make their homes habitable again. Some New Yorkers will receive a measure of assistance from private insurance, FEMA, and other government funding sources. However, in many cases, New Yorkers will face a substantial gap between the cost of repair or replacement of their home and the funds available to them to cover this cost. The Empire State Relief Fund will focus on long-term residential housing assistance to help fill the funding gap and ensure that New Yorkers can continue to call New York home. The Fund is in the process of applying for approval as a 501(c)(3) public charity so that all donations will be tax-deductible to the extent permitted by law. WHO WE HELP o Destruction and devastation was severe and far reaching; 13 counties in New York State have been designated by FEMA for individual assistance; more than 300,000 homes damaged o Over 240,000 NYS households have filed for FEMA individual assistance; o Only 59% of these registrants have met eligibility requirements for FEMA's Individuals and Households Program (IHP) (as of 12/01/12) o For those NY'ers whose homes have been damaged, they may rebuild with a combination of the following financial support: o Private Insurance o FEMA Max IHP award ($31,900) o NYS Max Home Repair award ($10,000) o But where do those who cannot access enough funds to repair or rebuild turn to for assistance? The Empire State Relief Fund REBUILD. OUR PURPOSE RETURN. The Empire State Relief Fund will work to fill the substantial gap between the cost of repair or replacement of damaged homes and the funds available to homeowners to cover these costs. How? The Empire State Relief Fund (ESRF), in conjunction with the NYS Housing Trust Fund Corporation (NYS HTFC), an agency of New York State Homes and Community Renewal (HCR), will assist in the creation of a program that will disperse the funds to homeowners seeking to repair and rebuild their damaged homes. Empire State Relief Fund (501c3) Homes and Community Renewal's Role with Empire State Relief Fund: HCR will develop a program focused on single-family home repair and rebuilding. Single Family Homes - HCR will award funds to qualified partners (municipalities, not for profits (NFP's), etc.) in affected areas. These partners will in turn administer loan and/or grant programs to homeowners on the condition that funds are used to repair or rebuild damaged homes in affected communities.
