The BOP's expanded criteria to review compassionate release requests is part of the  Department of Justice's "Smart on Crime" initiative, a comprehensive review of the  criminal justice system aimed at ensuring federal laws are enforced more fairly, and  federal resources are used most efficiently, by focusing on top law enforcement  priorities. Each compassionate release request will continue to be subject to multiple levels of  careful review within the BOP. That review includes deliberation on the most  important factor, ensuring that an inmate's release would not pose a danger to the  safety of any other person or the community. This must be considered before any  request is submitted to a court. In order to best evaluate the requests under the expanded criteria, BOP has provided  training sessions to educate staff responsible for reviewing requests and applying the  criteria for evaluating medical and non­medical requests. In 2012, the BOP submitted  39 compassionate release requests to a federal sentencing judge for consideration.   And as of October 29, 2013, there have been 50.      Congress gave the BOP authority to ask a court to grant an inmate's compassionate  release request, prior to completion of the inmate's sentence, for extraordinary and  compelling circumstances. Within the BOP's authority under the existing legal  framework, the updated policy provides circumstances in which the BOP will  consider compassionate release requests.
