MEMORANDUM FOR WHOM IT MAY CONCERN SUBJECT: Lieutenant Colonel Robert C. Morris, Jr. l. I am writing this letter in support of LTC Robert C. Morris, Jr., 043-58-7094, regarding allegations of misconduct involving government property and his involvement with private volunteer organizations. I conducted a thorough and complete review of the allegations against LTC Morris, to include the criminal investigations and substantial additional evidence not contained in the investigative report. On the basis of my review, I found no evidence that LTC Morris did anything morally wrong in regard to excess government property obtained from the Albany Depot and related matters. 2. I am aware LTC Morris was titled by CIDC for violations of UCMJ Articles l33 (Conduct Unbecoming an Officer), 81 (Conspiracy), 107 (False Official Statement), 108 (Wrongful Disposition of Government Property), and l2l (Larceny and Wrongful Disposition of Property). LTC Morris should not be titled for these offenses. They should be removed. 3. LTC Morris' only fault in this matter was an error in judgment that led to a perception of impropriety regarding use of his official position relating to his affiliation with nonprofit organizations. This did not rise to the level of a criminal offense. I have personally counseled LTC Morris in this matter and the need to be more attentive to prevent such perceptions in the future. Bob Morris is not a crook! 4. All administrative actions delaying LTC Morris' promotion and affecting the continuance of this officer's career should cease. There should be no lasting effect or mark on his record. I have known LTC Mon?is professionally for over I5 years, and LTC Morris never sought personal favor e from his actions and always attempted to do the right thing. >> farm A. .
